HomeMy WebLinkAbout1964-06-02 - Regular City CouncilStephenville, Texas June 2, 1964- The City Council met in regular meeting on the above date with Mayor Cook presiding and the following councilmen present: Hubert Darby, Mrs. Fred McCleskey, E. Lee Orbison, Chas. Riggins, Roy Swaim, Bill Christian, W. H. Stem and Mrs. Doyle White. Others present were Dir. of Public Works Gann, Chief Cornell and City Atty. Chandler. Minutes of previous meeting were read and approved. Mr. James Young appeared before the Council asking that a portion of West Swan Street,which lies south of Loop 195, be deeded back to him. This portion of the street does not serve any purpose as a street at this time. Referred to the Street Committee for study and recommendations. Councilman Stem reported that the emergency well has been drilled to a depth of 350 feet and the firm should be here soon to run an.electric log. All indica- tions are this will be a good well. The Council discussed the easements for pipeline and the amount to be offered for such easements. -It was moved by Councilman Stem, seconded by Councilman Darby, to pay $2.00 per rod for pipeline easements. The City Secretary to help with contacting the property owners. Motion carried. Councilmen Darby and Christian and Councilwoman McCleskey had nothing to report. Members of the Park & Recreation Board appeared before the Council. Mrs. King, acting as spokesman for the Board, stated that the Board members want to -- forget about things in the past and work with the Council and Recreation Director in order that the program will move forward. The Mayor expressed appreciation to the Board for attending the Council meeting and stated that the Council and Rec- reation Board must cooperate and work for a better recreation program for the City. Councilman Riggins asked that Chief of Police discuss the purchase of some new parking meters. Chief Cornell reported the Duncan Parking Meter Company placed 33 new meters in the block around the Farmers Bank. These meters have been used on a trial basis for sometime and have given no trouble. The owner of the meters has stated the meters will advance in price June 15th. The company has agreed to 1.64 sell these meters and wait until after October 1, 1964, for the money. It was moved by Councilman Higgins, seconded by Councilman Christian, to pur- chase the 33 parking meters @ $49.50 each, to be paid for after October 1, 1964- Motion carried unanimously. The Finance Committee discussed the amounts of the budget which have.been spent, and the amounts left in this year's budget. Councilman Swain reported the lease on the Parking Lot owned by Mrs. Trewitt will expire soon. The Street Committee has discussed the rounding of the corner so traffic will have more room to move on and off Graham Street. The plan has been ap- proved by the Highway Department. There will be some expense in moving the storm sewer and curb. It was moved by Councilman Swain, seconded by Councilman Riggins, to renew the 5 year lease on the Trewitt Parking Lot and the corner be rounded off as soon as possible. Motion carried unanimously. The committee reported that all the right -of -way for extension of Loop 195 had been purchased except property of the Church of Christ. This being held for a meeting of the Church Board. The Council discussed the placing of parking on south side of Washington Street east of the Square. This was referred to the Law & Order Committee for study and re- port back to the Council. Councilwoman White had nothing to report. It was moved by Councilman Swain, seconded by Councilwoman White, to adopt an Ordinance declaring places of amusement in the City of Stephenville in which drunkeness;, profanity, disordggrly conduct, boisterous language and any types of immoral conduct on unlawful acts arelarried on shall constitute nuisances; making same an offence, provid- ing penalty and declaring an emergency. Motion carried unanimously. A letter from Texas Highway Department was presented to the Council. This was to request that the City buy right -of -way for a farm to market road from intersection of Highways 8 and 108, East to Highway 281. The Mayor appointed Charles Riggins, Mrs. Fred McCleskey and Hubert Darby as a committee to check on the cost of the right - of -way and report back to the Council The committee on the proposed new subdivision has not completed their study and have no recommendations at this time. It was moved by Councilman Orbison, seconded by Councilman Darby, to advertise for bids to furnish the City gasoline, kerosene and diesel for 1 year. Motion carried. The Council discussed the customers who have their own water wells and are con- nected to the City Sewer System and pay 01.00 per month sewer charge. The Water Com- mittee was asked to study this and make recommendations to the Council. Director of Public Works Gann reported the curb, gutter and paving has been com- plpted on Erath Street, west of the Piggly - Wiggly Store. It was pointed out that the Project cost more than Mr. Osborne agreed to pay. Upon proper motion and second, the Council stood adjourned subject to the Mayor's call. _ i KK e Mayor. 4
