HomeMy WebLinkAbout1964-05-05 - Regular City CouncilStephenville, Texas May 5, 1964• The City Council met in regular meeting on the above date with Mayor Cook presiding and the following councilmen present: Hubert Darby, Mrs. Fred McCloskey, E. Lee Orbison, Chas. Riggins, Roy Swaim, Bill Christian, W. H. Stem and Mrs. Doyle White. Others present were Dir. of Public Works Gann, Chief Cornell and City Atty. Chandler. Minutes of previous meetings were read and approved. Mayor Cook appointed councilmen Swain, Riggins and White as a committee to acquire the right -of -way for the extension of Loop 195• Mayor Cook also appointed councilmen Stem, Orbison and Darby as a committee to study the proposed sub - divisions which were presented by John Spipper, Dr. Nathan. Cedars and Dr. Terrell. A large group of parents and teenagers appeared before the Council. Mr. John D. Cox stated the recreation program has been worked into a very good thing and the group is asking� that the Council not make any changes at this time. Mr. Steve Gideon also asked the Council to give close consideration to everything before any action is taken to change the recreation program in any way. Mr. David Dickerson stated there had been some disagreement amore& members of the Teen Center and Mr. Bob Smith and asked the Council to keep the Teen Center in operation regardless of who has the job of recreation director. Mayor Cook assured the group the recreation program would be kept in operation and if changes are made it will be for a better program. It was moved by Councilman Stem, seconded by Councilman Riggins, to pay Afton Gregory the salary increase for two montjo and for 5 days vacation time. This to be the final check for Mr. Gregory. Motion carried. Councilman Darby reported some members of the Water & Sewer Committees have met with the Plumbing Inspectors and would like to recommend to the Council that the Plumbing Code be strictly enforced. It was moved by Councilman Christian, seconded by Councilman Orbison, to ac- cept the verbal resignation of Bob Smith, Mr. Smith's job to be terminated immediately with two weeks pay, and that the Park Committee be authorized to try to find a re- placement for the Park Director. Motion carried by a vote of 7 for and 1 against. Mayor Cook stated that in order for the committee system to function properly each committee should only handle the problems which pertian to such committee. ..The Mayor asked for the cooperation of all council members. Councilmen Riggins and Orbison had nothing to report. Councilman Swaim had nothing to report but asked Mr. Gann to give a report on the paving which is being done by the Street Department. Councilwomen White and McCleskey had nothing to report. 160 The Mayor appointed Councilmen Christian, Stem and Orbison as a committee to find a Director for Parks and Recreation. Mr. Bryan Hale appeared before the Council asking the Council to consider in- stalling some left hand turn lanes where traffic I$ very heavy. Mr. Hale also would like to buy some City owned property in Clifton Heights Addition. It was moved by Councilman Riggins, seconded by Councilman Darby, to transfer money as follows: General Fund to R & B Fund --------------- $5000.00 Water Works Operating Fund to Park Fund -- 2000.00 Motion carried. EQUALIZATION BOARD On this, the 5th day of May, 1964, the City Council of the City of Stephenville, Texas, met in a regular meeting with the following members present: Hubert Darby, Mrs. Fred McCleskey, E. Lee Orbison, Chas. Riggins, Roy Swaim, Bill Christian, W. H. Stem and Mrs. Doyle White, and the above constituted a quorum of the present City Council, and the meeting was called to order by the Mayor and thereupon the follow- ing proceedings were had: It was agreed by voice vote of the Council that members of the City Council be appointed as members of the Equalization Board of the City of Stephenville for the year 1964; and the question being called for a vote was taken and the City Council members were elected by unanimous vote as members of said Board of Equal- ization and thereupon it was moved by Councilman Stem that the following Ordinance be enacted by the City Council of the City of Stephenville, towit: Be it ordained by the City Council of the City of Stephenville, Texas: Section 1. That the Board of Equalization hereto on this day appointed by the City Council of the City of Stephenville, proceed to perform their duties ac- cording to law, and the dates of the first meetings of said Board of Equalization is hereby fixed on the 25th, 26th and 27th of May, 1964, at which time said Board of Equalization shall hold forth in its first meeting in the City Hall in the City of Stephenville, Texas. Section 2. That this Board may have such other meetings as are provided by law and as maybe required by lawfully performance of their du ties as such Board. Section 3. That this ordinance be in effect from and after its passage. The motion to pass such ordinance was seconded by Councilman Riggins, and after discussion, the question was called for and a vote taken and the foregoing ordinance was passed by majot±ty of said City Council and the vote being unanimous. v EST: ayor. u0 ity 6ecretary. Judge Harbin expressed appreciation to the Council for their invitation to attend the Council meeting and assured the Council that the County Officials will cooperate with the City in every way possible for a better Erath County and City of Stephenville.
