March 3, 1964-
The City Council met in regular meeting on the above date with Mayor Evans
presiding and the following councilmen present: I. D. Reynolds, Hubert Darby,
Mark Geeslin, E. Lee Orbison, Raymond Anderson, Roy Swam, Harlon Huey and W. H.
Stem.
Others present were Dir. of Pub. Works Gann, Chief Cornell and City Atty.
Chandler.
Minutes of previous meetings were read and approved.
Councilman Anderson reported the straightening of Vanderbilt Street had been
discussed with the engineers from Santa Fe Railroad Company. It was also pointed
out that a large pool of water stands under the railroad bridge at Methodist Branch
crossing. The engineers stated this will have to be presented to the officials at
the main office. The Council asked that pictures be taken and plans on estimates
of cost be sent to the Santa Fe officials.
Councilman Anderson also reported only two of the test hole sites have been
secured and one other property owner has promised to give an answer soon. The
site nearest the City has not been secured and the property owner will not lease
or sell.
It was agreed that Hubert Darby be placed on this committee and the committee
secure the test sites by such means as necessary.
Dr. Flory and Bob Smith appeared before the Council to present a yearly report
of progress of the recreation program.
Mr. Seth Moore appeared before the Council to ask that courtesy parking be given
persons attending conventions in the City. It was explained that this would be hand-
led by the Chamber of Commerce. It was moved by Councilman Orbison, seconded by
Councilman Stem, to grant courtesy parking as stated above. Motion carried.
Councilman Stem reported the auditors from Fort Worth have promised to be here
April 15th.
Councilman Geeslin asked if there is any law to forbid children going into the
pool halls? It was pointed out that the pool halls are being operated in an orderly
manner as far as anyone knows.
Councilman Reynolds gave a report of the work which is being done by the Police
Department.
Councilman Reynolds stated it was his understanding the City Judge is hired for
a period of two years. This is not true, the Judge is hired by the Council for an
indefinite period.
It was reported that complaints have been received on the conduct of the City
Judge in dealing with persons appearing in corporation court. The Mayor agreed to
discuss this with the City Judge.
It was also reported that complaints have been received of City Policemen cursing
teenagers. The Chief of Police will check into this.
The Chamber of Commerce asked that no parking sign be placed under the marquee
at the Courthouse. It was requested there be no parking from 11:00 A. M. to 12 :00
Noon while this sign is being changed. It was explained this would almost be im-
possible. The Council asked the Chamber of Commerce to change the hour of working
this sign.
It was moved by Councilman Swaim, seconded by Councilman Darby, to pay Jack
Farrar $400.00 for services in connection with securing right -of -way on the South
Loop. Motion carried by vote of 6 for - -cp against (Councilmen Huey and Geeslin re-
quested their votes be recorded against).
It was moved by Councilman Orbison, seconded by Councilman,Swaid, to lease to
Hugh Wolfe :space for a hangar at City Airport for $5.00 per month. Motion carried.
The following bids were received to furnish 2 cars for the Police Departmentr
Jones Chevrolet Co.

It was moved by Councilman Huey, seconded by Councilman Stem, to accept the bid of
Jones Chevrolet Co. Motion carried.
It was moved by Councilman Huey, seconded by 'Councilman Darby, to adopt an
ordinance franting to Charles E. Tabor & Associates the right to erect, maintain,
and operate in, under, over, along, across and upon the lanes, streets, avenues,
sidewalks, alleys, bridges and highways and other public places in the City of
Stephenville, Texas, and subsequent additions thereto, for the purpose of trans-
mission and distribution by cable of television signals to enable sale of their
community television antenna service to the inhabitants of said City, and other
purposes, for a period of 10 years, and regulating the same. Motion carried.
(Said ordinance being attached to and becoming a part of these minutes).
It was moved by Councilman Geeslin, seconded by Councilman Orbison, to adopt
an ordinance providing there shall be submitted to the qualified voters of the City
of Stephenville at the next regular City election the matter of whether or not
Section 5,of Article lll,of the City Charter of the City of Stephenville shall be
a*ended to provide for the eight members of the City Council of the City of Step -
henville being elected at large and not from wards as now provided and providing
.that "they shall be elected by place designations with the Councilmen elected in
1964 to draw for places 2,4,6 and 8, and those places on the Council to be elected
for the year 1965 to be designated as places 1, 3, 5 and 7. Motion carried. (Said
ordinance being attached to and becoming a part of these minutes).
There being no other business at this time, the Council stood adjournec�sub-
ject to the Mayorts call. A
