January 7, 1964.
The City Council met in regular meeting on the above date with Mayor Evans
presiding and the following Councilmen present: I. D. Reynolds, Hubert Darby,
Mark Geeslin, E. Lee Orbison, Raymond Anderson, Roy Swain, Harlan Huey and W. H.
Stem.
Others present were Dir. of Public Works Gann, Chief Cornell and City Atty.
Chandler.
Minutes of previous meetings were read and approved.
Councilman Orbison, reporting for the Community Antenna System Committee,
stated that he, Councilman Geeslin and Mr. Tabor had visited in Dublin and Com-
anche. The group questioned businessmen and City Officials and found favorable
reports: The ':F. V. reception is better on the cable than on individual antenna
systems. City Attorney Chandler was asked to study the proposed ordinance and
report hxk to the Council at the next regular meeting.
Messrs. Eggen and Lohrman appeared before. the Council asking that the property
of Faith Lutheran Church be declared exempt. It was moved by Councilman Orbison,
seconded by Councilman Geeslin, to cancel the tax for 1963 on Faith Lutheran Church
and the property be exempt from City Tax in the future. Property described as Lot
12, North part of Lot 11, Block 29, Park Place Addition. Motion carried.
It was moved by Councilman Stem, seconded by Councilman Orbison, to lease the
Colored School Building for the purpose of a recreation center for colored people,
provided the School Board will lease the property. Motion carried.
Mayor Evans appointed Councilmen Anderson, Stem and Reynolds as a committee
to make recommendations for the appointment of a Parks and Recreation Board. The
committee to recommend the number of members, terms of office and names of persons
to serve on the board.
It was moved by Councilman Orbison, seconded by Councilman Reynolds, to send
letters to the former Parks and Recreation Board expressing appreciation for their
services in the past. Motion carried.

It was moved by Councilman Orbison I seconded by Councilman Stem„ to send
National Photograph Album Co. a check for 0500.00 which is a refund of cash bond
put up several years ago. This to be paid out of emergency funds as set up in the
budget. Motion carried.
The City Secretary reported a grave marker, belonging to the Creswell family,
has been placed 14 inches over in a walkway. This marker is very large and ex-
pensive to.move. The Creswell family has asked to buy this 14 inches and a lot
3 ft. and 8 in. wide in this area of West End Cemetery. It was moved by Council-
man Huey, seconded by Councilman Orbison, to sell the lot to Mr. Creswell and give
the 14 inches to him. Motion carried.
The following bids received for Pickup for the Water Department.
Herrin Motor Co --------------------------------- $1582.54, delivery 15 days.
Jones Chevrolet Co ----------------------------- -1649.00, delivery'15 "days.
It was moved by Councilman Swain, seconded by Councilman Orbison, to accept the
bid of Herrin Mo #or Co. Motion carried.
The Council discussed the building of sidewalks on W. Frey Street near the
Chamberlin School. Decided to continue to work on this project.
