October 15, 1963 -
The City Council met in a regule 'meeting on this date with Mayor Evans presiding
and the following Councilmen present: I. D. Reynolds, Hubert Darby, Mark Geeslin, E.
Lee Orbison, Raymond Anderson, Roy Swaim, Harlan Huey and W. H. Stem.
Present were Dir. of Pub. Works Gann and Chief Cornell.
The following bids were received for one truck:

The above bids were referred to the Fire Committee, Fire Marshal and Fire Chief for
study and to report back to the Council.
City has been asked to help with the proposed parking
Mayor Evans reported the Y It was pointed out that the lot should be

the above mentioned committee to negotiate with the County, Church and property owners
for the parking lot. Motion carried.
Councilman Anderson reported Jim Teague has planned to clear the brush and trees
off '_:is land along the Bosque and has asked the City to help clear out the river
bottoms. After discussion, it was decided not to help since this is private property.
Chief'of Police Cornell asked the Council to consider removing the parking off
the north side of West Tarleton Street from Belknap Street to North 011ie Street. It
was moved by Councilman Reynolds, seconded by Councilman Geeslin, ask City Attorney
Chandler to draw up an ordinance removing parking off the above mentt ioned street.
Motion carried.

AN ORDINANCE MAKING IT UNLAWFUL TO SCATTER OR DEPOSIT POISON WITHIN THE
CORPORATE LIMITS OF THE CITY OF STEPHENVILLE EXCEPT INSIDE THE DWELLINGHOUSE
OR ADJACENT BUILDINGS OF THE PERSON SO DEPOSITING OR SCATTERING POISON,
PROVIDING A PENALTY FOR VIOLATION AND DECLARING AN EMERGENCY
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF STEPHENVILLE:
Section One
It shall be unlawful for any person to scatter or deposit poison
onthe lands owned by that person or on the lands of another except inside
the residence dwellinghouse of that person or inside any other house or
building owned by such person, within the corporate limits of the City of
Stephenville.
Section Two
Any person "violating this ordinance upon conviction shall be fined
in any sum not to exceed $200.00.
Section Three
In the event any section, subsection, sentence, clause or phrase of
this ordinance shall be declared or adjudged invalid or unconstitutional by
any court of competent jurisdiction such adjudication shall in no means affect
any other section, subsection or clause or phrase of this ordinance and all
the remainder thereof shall be in full force and effect.
Section Four
The danger arising from scattering or depositing poison as herein -
above prohibited creates an emergency and an imperative public necessity that
this ordinance go into effect immediately from and after its passage.
