I The City Council met in regular meeting on this date with Mayor Evans presiding and the following councilmen present: I. D. Reynolds, Hubert Darby, Mark Geeslin, E. Lee Orbison, Raymond Anderson, Roy Swain, Harlan Huey and W. H. Stem. I Present also were Dir. of Public Works Gann, and Chief Cornell. R. Y. Gann reported the work on Methodist Branch going real good, that the cost of this is approximately $8.10 per foot not counting anything for forms. The utilit- ies are being put in on Rowland Street, the Park river crossing is complete except ! some caliche, several paving projects are waiting for the money to be put up, and both the maintainers are running since the rain. The sidewalk on the south side of Frey Street, east of Chamberlin School, can be run for .80 or .85 cents per foot- - an approximate cost of $800.00 total. j Mr. Gann also reported there has been nothing definite worked out on operation of the Street Sweeper. The sweeper has been operating every night possible while the crickets are so bad. The Council discussed the problem of school children walking along Frey St. near Chamberlin School. It was agreed that the Chief of Police will contact Mr. Golden and try to get some of these children routed off Frey St. Mayor Evans presented a letter of opinion from City Atty. Chandler regarding the 16 foot strip of land behind houses in the Chamberlin Addition. This land has been dedicated as utility easements and not alleys. The property owners do not have any right to build permanent structures on these easements, and the utility companies have rights to enter the easements to repair lines or install new lines. It was pointed out in this letter of opinion that this is not a matter of City jur- isdiction. The Council asked the City Secretary to contact property owners in the Chamberlin Addition to try to get this matter worked out.
