CoizPicil met in regular meeting on the above date with Mayor Evans
the following Councilmen presents. Virgil Dickerson, I. D. Reynolds,
Mark Gedslin, Albert Graves, Raymond Anderson, W. H. Stem and Harlan
Others present were Water Supt. Gann, St. Supt. Collins, Chief Cornell and
City Atty. Chandler.
Minutes of previous meeting were read and approved.
Messrs. Hugh Wolfe and J. D. McCullough appeared before the Council. These
men are members of the Upper Leon Municipal Water Board and reported a recent
meeting of this board found that treated water could be furnished the City for ap-
proximately .37 cents per thousand gallons, delivered to the City Limits of Step-
henville, from Proctor Lake. After discussion, it was moved by Councilman Graves,
seconded by Councilman Reynolds, that these members report back to the Upper Leon
Municipal Water Board that Stephenville is very interested in the Proctor Project
but at this time the City is not in position to render a decision concerning water
from Proctor Lake. Motion carried.
Mr. Hugh Wolfe stated he is very interested in a beautification program of
the Golf Course and the East End Cemetery. Mr. Wolfe feels that a screen of shrubs
and trees on the west and south side between the Golf Course and the Cemetery would
serve to beautify these places and stop most of the golf balls from going into the
Cemetery. Mr. Wolfe agreed to furnish Slash Pine and fertilizer to plant these
areas if the City will water and cultivate the trees. It was moved by Councilman
Croft, seconded by Councilman Dickerson, to accept the offer of .Mr. Wolfe. Motion
carried.
The Council discussed the need to hire a firm to make a survey of the under-
ground water supply. It was agreed the Water Committee would contact some firms
in regard to making this survey, then report back to the Council.
Councilman Dickerson reported there are some persons who use their own wells
and are Connected to the City Sewer. These persons only pay $1.00 per month for
sewer service. It seems this is unfair and should be corrected. The Mayor asked
the Sanitary Committee to study this and report back to the Council.
It was moved by Councilman Dickerson, seconded by Councilman Stem, to adopt
an ordinance finding and declaring North Columbia, from its intersection with Gulf,

Colorado & Santa Fe Railroad right -of -way, on the north, to its intersection with
West Minnie Street, on the south, and running south from the south line of West
Minnie Street, a distance of 54 feet, and declaring West Minnie Street, from its
intersection with Gulf, Colorado & Santa Fe Railroad right -of -way on the west, to
its intersection with the west line of North Belknap Avenue, on the east, have
been abandoned for street purposes, ordering same vacated and closed and authoriz-
ing Mayor Evans to execute a Quit Claim Deed to T. C. Poston conveying said land
so vacated. Motion carried. (Said ordinance being attached to and becoming a part
of these minutes).
Councilman Stem reported he thinks the 30 day sick leave, mow given City Em-
ployees who have worked for more than s years, not enut,gh, especially for persons
with 20 years or more service. After discussion, the Mayor appointed Councilman
Stem, Graves and Anderson, as a committee to study the sick leave policy and re-
port back to the Council.
Councilman Croft reported he had been sworn in as County Clerk and wished too
tender his resignation from the City Council at this time. Mr. Croft expressed
appreciation to all members of the Council for their cooperation while he served
as Councilmember. The Council accepted the resignation of Mr. Croft and expressed
their appreciation to him for services while a member of the Council.
