The City Council me,t in regular session on the above date with Mayor Evans presiding and the following councilmen present: Virgil Dickerson, I. D. Reynolds, Wm. 0. Croft, Mark Geeslin, Albert Graves, Raymond Anderson, W. H. Stem and Harlan Huey. Others present were Water Supt. Gann, St. Supt. Collins, Chief Cornell and City Atty. Chandler. Minutes of previous meeting were read and approved. M%,,, ')Y r"! W. P' Jones appeared before the Council stating that a hangar and shop had been built on his property adjoining the City Airport. Mr. Jones asked per- mission to cut the airport fence and fix a suitable entrance to the City'Airport Runway ". It was moved by Councilman Geeslin, seconded by Councilman Stem, to grant Mr. Jones permission to cut the airport Pence and adjoin the fence to his hangar in order to use the airport runway. Motion carried. Mr. Louis Whyburn came before the council stating he could not understand why his property had been annexed to the City and property across the old Hico Road had not been. annexed. Mr.., Bill Hailey also appeared saying he did not understand why his property had been; annexed to the City. Both men asked that their property be taken out of the city limits. After discussion, this was referred to the Annex- ation Committee which is Councilmen Dickerson, Anderson and Graves. This committee was also asked to contact-Mr. Thos. B. King and consider the annexation of some other property adjoining the City. Mr. Red Hale came before the council asking about water lines to lots on the south side of'South "Street which were taken out when the Highway Loop was built. Mr. Hale is interested in building in this area and asked if the City could re- place the waterlines at city expense. After discussion, this was referred to the Water Committee. It was moved by Councilman Dickerson, seconded by Councilman Anderson, to ad- vertise for bids for one truck for the Street Department. Motion carried. It was moved by Councilman Dickerson, seconded by Councilman Anderson, to adopt an ordinance finding and declaring North Race Avenue, in the City of Step- henville, where 'same is shown on Kingfs 1956 Map of Stephenville, Texas, to run between blocks 25 and 110 in the town of Stephenville and running from the inter- section of North Race Avenife with the south line of West Mason Street has been abandoned for street purposes, ordering same vacated for street purposes and authorizing Mayor Evans to execute a lease on such area shown to be occupied by said portion of North Race Avenue to H. S. Osborne and setting out the terms and conditions of such lease. Motion carried (said ordinance being attached to and becoming .a part of these minutes). Councilman Stem discussed the need for a park area for the colored people of the City. Councilman Huey reported that Roy Miller must enter the hospital and Kenneth Haley has been hired to work for an indefinite time. The salary needs to be set up. It was moved by Councilman'Graves, seconded by Councilman Dickerson, that the salary of Kenneth Haley be $260.00 per month. Motion carried. Councilman Croft reported another person was interested in installing a train concession at the City Park. After discussion, it was moved by Councilman Geeslin, seconded by Councilman Dickerson, that the train, go -carts and pony concessions be moved from the City Park. area. Motion carried. Councilman Croft also reported Mr. M. C. Nichols Sr, had turned in his res- ignation effective December 1, 19629 and Melvin Stanford has offered to do the work which Mr. Nichols has been doing for an increase in salary of $50000 per month. It was moved by Councilman Croft, seconded by Councilman Graves, to ac- cept the resignation of Mr. Nichols and to hire; Mr. Stanford at his present salary Plus $50.00 per month for the additional duties. Motion carried. It was mentioned that the Highway Department has not placed signs directing through truck traffic to use the new loop around the downtown area. It was moved by Councilman Geeslin, seconded by Councilman Anderson, to adopt an ordinance pro - hibiting motor vehicle trucks, of sizes above that of pickup trucks, which have no stop to make within the city limits of Stephenville, Texas, from driving through the town of Stephenville on Washington Street from the Bosque River bridge on the East to the intersection of such Washington Street with the East city limit line of the City'of Stephenville and from driving on any part of said street between the terminal points mentioned, providing penalties and declaring an emergency. Motion carried (said ordinance being attached to and becoming a part of these minutes). Mayor Evans appointed Councilmen Stem, Graves and Dickerson as a committee to canvass the election returns. This committee reported the election returns in order and the following votes were cast: For Lowrent Housing-------------- - - - - -- 605 Against Lowrent Housing----------- - - - - -- -1146 It was moved by Councilman Croft, seconded by Councilman Graves, to accept the report of the committee and the Lowrent Housing be declared defeated. Motion carried unanimously. Mayor Evans reported the Chamberlin P. T. A. has passed a resolution asking the City to place a part -time policeman near Chamberlin School, also place side- walks in the vicinity of the school. Chief Cornell reported the Police Department is working the schools when possible but cannot work all three schools at all times. There is a lot of the time being taken working funerals. After discussion, the above was referred to the Law & Order Committee and if at all possible work the matter out where the schools will be patrolled.at.the busiest times. Also check into possibility of funeral homes furnishing patrols to help with their processions. There being no other business, the Council stood adjourned subject to the Mayors gall.
