The City Council met in regular meeting on this date with Mayor Evans presiding and the following councilmen present: Virgil Dickerson, I. D. Reynolds, Wm. 0. Croft, Mark Geeslin, Albert Graves, Raymond Anderson, W. H. Stem and Harlon Huey. Others present were Water Supt. Gann, Street Supt. Collins, Chief Cornell and City Atty. Chandler. Minutes of previous meeting were read and approved. Mr. T. C. Poston appeared before the Council asking to buy a portion of North Columbia and Minnie Streets. Mr. Poston stated this is not being used as city streets and he owns all adjoining property in this area. After discussion, it was agreed the Street Committee would handle this deal. Opened at this time were the following bids for a truck to be used by the Street Department: Higginbotham Motor Co -------------------------- $2733.56 ----- -- ----- -- - -26 .20 Herrin Motor Co ---- ----- - - - - -- 53 Jones Chevrolet Co ------------------------------- 2764.00 The following bids were received for one car for the Police Department: Jones Chevrolet Co. (difference of) - - - - - -- $1081.50 Herrin Motor Co. (difference of) --------- - - - - -- 1149.50 Brown & Pearcy Motor Co. (difference Oldsmobile 88) -------------- - - - - -- 1348.00 (difference Oldsmobile F- 85)------- - - - - -- - -- 1000.00 It was moved by Councilman Dickerson, seconded by Councilman Graves, to accept the bid of Jones Chevrolet Co. for $1081.50 difference for one car for.the Police Department, and the bid of Herrin Motor Co. for $2653.20 for one truck for the Street Department. Motion carried. Councilman Dickerson reported the Law & Order Committee has hired a part time man to work at the school and will pay this person $50.00 per month. It was reported that the Law & Order Committee had originally set this up, and had planned to charge the Funeral Homes 5.00 per funeral for police escort. Councilman Dickerson stated his feeling that the working of funerals is a responsibility of the City and no charge should be made for this service. After discussion, it was agreed to continue working the funeral processions,as in the past,at no charge for that service. Councilman Graves reported the sewer plant is in good condition. Also that everything is ready to start covering a part of Methodist Branch. Councilman Stem reported the City Water System now has State approval. Council- man Stem expressed appreciation to all persons who have worked toward this goal for many years. SPEED ZONE ORDINANCE AN ORDINANCE ALTERING THE PRrija FACE SPEED LII•IITS ESTABLISHED FOR VEHICLES UNDER THE PROTFISIOUS OF SECTION 8 OF ARTICLE 827a, VERNON'S TEXAS PENAL CODE.1 UPON THE BASIS OF AN ENGIAIEETUNG AND TRAFFIC IiNVESTIGATION UPON CERTAIN STRE:'"ITS AND HIG11JAYS, OR PARTS THEREOF, WITHIN THE CORPORATE LIiI1S OF THE CITY OF STEPHENVILLE, TEW , AS SET OUT IN THE ORDINANCE; AND PROVNTi ?G A PENALTY OF A FINE NOT TO EXCEED $200.00 FOR VIOLATION OF THIS ORDINANCE. WHEREAS, Section 8 of Article 827a, Vernon's Penal Code of the State of Texas, provides that whenever the governing body of the City shall determine upon the basis of.an engineering and traffic investi- gation that any prima facie speed therein set forth is greater or less than is reasonable or safe under the conditions found to exist at any intersection or other place or upon any part of a street or highway, with the City taking into ccnsiddration the width and condition of the pavement and other circumstances?on such portion of said street or high- way, as well as the usual traffic thereon, said govern body may deter- mine and declare a reasonable and safe prima facie speed limit thereat or thereon by the passage of an ordinance, which shall be effective when appropriate signs giving notice thereof are erected at such intersection or other place or part of the street or highway, now therefore, BE IT ORDAINED by the City,Council of the City of stmnh nvs 1Ea Texas: Section 1. Upon the basis of an engineering and traffic investigation heretofore made as authorized by the provisions of Section 8 of Article 827a, Vernon's Texas Penal Code, the following prima facie speed limits hereafter indicated for vehicles are hereby determined and declared to be reasonable and safe; and such speed limits are hereby fixed at the rate of speed indicated for vihicles traveling, upon the named streets and highways, or parts thereof, described as follow: Control 79-05 Loop 195 (a) From Station 13 +23.58 (Intersection of Loop 195 and U.S. 377) Easterly,,t 0.337 Miles to Station 30 +00s at 30 Miles Per Hour (b) From Station 30+00 Easterly., 0.341 Mile to Station 48+00 at 45 Niles Per Hour v -2- (o) From Station 48 +00 Easterly,, A1.496 Miles to station 127 +00 at 50 Miles Per Hour (d) From Station 127 +00 Easterly 0.735 Mile to Station 165 +81.05 (Intersection of Loop 195 and U. S. Highway 281) at 40 Miles Per Hour Section 2. Any person violating any of the provisions of this ordinance shall be deemed guilty of a misdemeanor and upon conviction thereof shall be fined in any sum not more than two hundred ($200) dollars. Councilman Huey reported there have been some complaints about the Meter Maid. It was moved by Councilman. Huey, seconded by Councilman Geeslin, to fire Laura Evans, Meter Maid. The Mayor stated that in his opinion the City should not fire any em- ployee until the employee has a chance to tell his side of the story. After discussion, the Mayor called for a vote. There were 3 votes to fire Mrs. Evans, 4 votes not to fire her, and one Councilman abstained from voting. The motion was declared defeated. Councilman Reynolds had nothing to report. Councilman Croft reported the Pentacostal Church had asked to rent the Recreation Hall next August. It was pointed out that the City has a policy not to rent the Rec- reation Hall for church meetings. It was also stated the City cannot reserve the slab for this purpose. It was moved by Councilman Graves, seconded by Councilman Croft, to adopt a Speed Zone Ordinance on Loop 195, as recommended by State Highway Department. Motion carried. (Said ordinance being attached to and becoming a part of these minutes). It was reported that Roy Miller has used all the sick leave and is not yet able to return to work. It was agreed to extend this time two weeks and count it as vaca- tion time. It was moved by Councilman Geeslin, seconded by Councilman Huey, that in the future nothing will be placed in front of the Veterans Memorial at the Courthouse unless it is part of the memorial services.
