Mayor Evans presiding and the following councilmen present:- Virgil Dickerson, I. D. Reynolds, Wm. 0. Croft, Marl: Geeslin, Albert Graves, Raymond Anderson, W. H. Stem, and Harlan Huey. Others present *,were: Water Supt. Gann, Street Supt. Collins, Chief Cornell, and City Atty. Chandler. Minutes of previous meeting were read and approved. Mayor Evans eKplained in detail the functions of the Council Committees and. the general proceedure for handling City business. Also, explained that if the 108 new council members find need to know about any city policies they can call the City Secretary. Councilman Dickerson reported that there is a need for the City to go ahead with the proposed annexation plan. City Attorney Chandler suggested this com- mittee should meet with Tommy King and work out the necessary details so that the field notes can be prepared. Councilman Dickerson asked that the Council vonsider passing a zoning ordinance. City Attorney Chandler explained briefly, some of the necessary steps in preparing a zoning ordinance. The Mayor appointed Councilmen Anderson, Graves.; and Dickerson as a committee to check into the possibility of preparing a zoning ordinance and report back to the Council. Councilman Anderson reported that Gary Crow has offered to cover Methodist Branch, adjoining the laundry property if it is agreeable with the City. Will check into this. Councilman Stem stated there was nothing to report for the Water Committee. However, Stem asked that all council members be present for.the Airport dedica- tion.. Councilmen Geeslin and. Huey had nothing to report. It was moved by Councilman Reynolds seconded by Councilman Graves to adopt an ordinance prohibiting parking of motor vehicles, trailers, and. trailer houses having a width in excess of seven (7) feet or a height from the ground to the highest point thereof in excess of seven (7) feet on North and South Graham Street, East and West Washington Street and West Long Street in the City of Stephenville between the hours of 6:00 P. M. and 6:00 A. M., providing for penalties and declaring emergency. Motion carried. (Said ordinance being at- tached to and becoming a part of these Minutes.) Councilman Reynolds reported that there is a need for a traffic light at the intersection of Belknap and Tarletor_ Streets. This discussed but no action taken. Also, there are a lot of complaints about the overtime parking tickets, several think the amount of fine should be reduced. if paid in a sh.ort period of time. The Mayor appointed Councilman Anderson, Dickerson, and Reynolds as a committee to check into this and report back to the Council. Councilman Croft reported there is a need to decide when to open the swim- ming pool and suggested that Saturday, June 2, would be about the proper time. No definite date was set. B. F. Stafford appeared before the Council and reported that there is talk of closing some of the National Guard units in Texas. It is possible the local unit could be closed. Mr. Stafford asked the Council to write to the Congress- man and do everything possible to help keep the Nation�Guard unit. It was moved by 'Councilman Geeslin, seconded by Councilman Graves to go on record as backing the local National Guard unit, 100 per cent. Motion carried. Councilman Anderson reported that he had been advised not to try to buy the dozer that belongs to C. C. Booth. Councilman Anderson also reported that he has been contacted by Dr. Cedars and a group of interested persons stating they are interested in making long range plans for a Youth Center and will need about one acre of land. This group asked the City to give this necessary land. The Council authorized Councilman Anderson to tell this group the City will furnish this land. Mayor Evans reporting for the low rent housing committee passed out copies of the results of a survey that has been made in connection with low rent housing. This report was explained in detail. The Mayor reported that the remainder of this committee's study will be to determine if the City needs a low rent housing unit. City Secretary reported that a few days ago the water department checked on a leak at the Tour -O -Tel and at that time the owner of the Tour -O -Tel was told the leak was not on City property. A plumber was called and it was discovered the leak was on the City line. After discussion it was moved by Councilman Dickerson , seconded by Councilman Graves that the City re- imburse the owner of the Tour -O -Tel for this plumbing bill. Motion carried. City Secretary also reported there are some residents outside the City on septic tanks and the waste is running on adjoining property that is in the City. There is also at lease one residence in the City still on septic tank and. has City sewer available to the property. Equalization Board On this the lst day of May, 1962, the City Council of the City of Stephen- ville, Texas met in a regular meeting with the following members present: Virgil Dickerson, I. D. Reynolds, Wm. 0. Croft, Mark Geeslin, Albert Graves, Raymond Anderson, W. H. Stem, and Harlan Huey, and. the above constituted a quorum of the present City Council and the meeting was called to order by the Mayor and there- upon the following proceedings were bad: It was agreed by vote of the Council that members of the City Council be appointed as members of the Equalization Board of the City of Stephenville for 104 4 the year 1962; and the question being called for a vote was taken and the City Council members were elected by a unanimous vote as members of said Board of Equalization and there -upon it was moved`by Councilman Dickerson that the fol- lowing ordinance be enacted by the City Council of the City of Stephenville, to wit: Be It Ordained By the City Council of The City of Stephenville, Texas: Section 1. That the Board of Equalization heretofore on this day appointed by the City Council of th.e City of Stephenville, proceed to perform their duties according to law, and the dates of the, first meetings of said Board of Equaliza- tion is hereby fixed on the 28th, 29th, and 31st days of May, 1962, at which time said Board of Equalizationz shall hold forth in its first meeting in the City Hall in th.e City of Stephenville, Texas. Section 2. That this Board matt have such other meetings as are provided, by law and. as may be required, by lawfully performance of their duties as such board. Section 3. That this Ordinance be in effect from and after its passage. The motion to pass such ordinance was seconded by Councilman Graves, and'' after discussion, the question was called. for and a vote taken and the fore- going Ordinance was passed by majority of said City Council and the vote being unanimous. ATT Y Ma ox City Secretary It was moved by Councilman Dickerson, seconded by Councilman Graves the rate of pay for the Board. of Equalization be X3.00 per hour. Motion carried. The following nominations were received for Mayor pro Tem: Raymond Anderson, Albert Graves Ballots were cast and the nominees received. the following votes: Raymond Anderson -3, Albert Graves- 5. Albert Graves declared Mayor Pro Tem for the coming year. It was moved by Councilman Dickerson, seconded by Councilman Huey that Fire Marshall Ferguson will be the Department Head of the City Fire Department. Motion carried. It was moved by Councilman Dickerson, seconded. by Councilman Graves to trans- fer $2,000.00 from the Water Works Operating Fund to the R & B Fund, and 3,000.00 from the General Fund to the R & B Fund. Motion carried. There being no other business at this time, the Council stood adjourned subject to the Mayor's call. AT Mayor City 6ecretary a
