The City Council met in regular meeting on the above date with Mayor Evans presiding and the following aldermen present: Virgil Dickerson, I. D. Reynolds, Chas. Riggins, Burl Lawrence, Albert Graves, Raymond Anderson, Scott D. Reed and J. P. Hedrick. Others present were Water Supt. Gann, St. Supt. Collins, Chief Cornell and City Atty. Chandler. Minutes of previous meetings were read and approved. Alderman Graves reported all but three have signed the easement for sewer line across their property, between Groesbeck Addition and Dale Avenue. City Attorney Chandler advised the Council the only other thing to do would be make these persons a small cash offer to sign easement:, and if it is refused then file condemnation suit to secure the easement. It was moved by Alderman Reed, seconded by Alderman Riggins, to make a cash offer of x$10.00 to Shuler heirs for this easomamt and if not accepted within a reasonable time, file condemnation suit. Motion carried. Alderman Graves reported the man at the Sewer Plant had quit and several persons had asked for the job. At present, Mr. Gann and his men are taking care of the Sewer Plant and will continue until a later date. Alderman Dickerson reported the vacant lot west of the Fire Station can be leased from Harry Park. This can be gotten on a similar lease agreement as the Trewitt lot on N. Graham Street. Discussed but no action taken. Discussed, also, the possibility of trying to buy the old Minter lot on S. Virginia Street. Alderman Anderson reported t] ing there is only one man on duty only one man on duty and Alderman matter. After discussion, it was Reynolds, to hire another man for base salary. Alderman Hedrick reported there is a need to get a Walkie - Talkie radio for the Nightwatchman. It was agreed to get bids on this and discuss the matter fur- ther at a later meeting. It was moved by Alderman Dickerson, seconded by Alderman Reed, to adopt the following resolution: - RESOLUTION RESOLVED, that the City A ttorney, Joseph A. Chandler, be, and is hereby directed to file suits on condemnation for the State Highway right -of -way on land in the City of Stephenville, against the following defendants relative to land owned by them as shown below; each parcel of land to be condemned being specifi- cally described in deeds prepared by the State Highway Department from surveys made by the State Highway Department and which deeds and the descriptions result- ing from said surveys are a pert of the permanent records of the City of Stephen- ville and are in the custody, at this time, of the City Secretary of the City of Stephenville; said tracts of land and the owners thereof as shown being as follows. S. J. Monroe and wife, Joycie E. Monroe, and being a part of Lot 25, Block 143, City Addition to the City of Stephenville, and a part of land conveyed by R. A. Skiles and wife to S. J. Monroe and wife by deed recorded in Vol. 330, page 394, Erath County Deed Records, and containing 748 square feet of land. The City offered x$440.00 for said land, and said owners having refused to accept said , amount; A. B. Wilson and wife, Ethel B. Wilson, tract out of Lot 6, Block 32, South Side Addition to Stephenville, Texas, and a part of land conveyed by A. B. Hutchison and wife to A. B. Wilson and wife by deed recorded in Vol. 364, page 349, Erath County Deed Records, and being designated Parcel 19, and containing .564 acre of land, the City having offered $315.00 therefor and said owners having refused to accept this amount. It was moved by Alderman Riggins, seconded by Alderman Graves, that the annual City Election be called to be held on April 4, 1961, in accordance with Election Ordinance on page 86C, Minute Book F, and the State Statutes proceedure for use of the secret ballot. The election for the purpose of electing one Alder- man from each of the four wards of the City to serve a two year term of office. Motion carried.' Mayor Evans appointed Mr. Homer ftephen as City Election Judge, Mr. Stephen to select his assistants. It was moved by Alderman Dickerson, seconded by Alderman Anderson, to trans- fer $5000.00 from the General Fund to the Highway Fund. Motion carried. The Council discussed Margaret Smith's rendition of property on Clinton Street but no action to cut the rendition was taken. It was moved by Alderman Riggins, seconded by Alderman Reed, that bills and accounts be allowed and ordered paid. Motion carried.
