The City Council met in called meeting on the above date with Mayor Arthur presiding and the following councilmen present: Robert Herrin, Mrs. Doyle White, Roy Swain, Chas. Riggins, Bill Christain, Telefus B. Cawyer and Mrs. Fred McCleskey. Mr. Perry, a consultant representing a firm from Grand Prairie, appeared before the Council and stated that when the City decides to enter into a program of community development they should take the proper action and hire a consultant to prepare a Master Plan. The City should also hire a director to carry out the Master Plan. The director should be someone who knows the City, the Council and the City Budget, and be available to work with the Council at all times. The Government will pay 75% of the cost of the program, this money is not -a load but is a grant. Mr. Perry stated in conclusion that his company wants the job as consultant for the City. Also, the approximate cost the first year to the City would be $7000.00. The Mayor expressed appreciation to Mr. Perry for appearing before the Council and stated that some other consultants will be heard before anyone is hired to pre- pare a Master Plan.
