The City Council met in called meeting on this date with Mayor Arthur presid- ing and the following Councilmen present. Mrs. Doyle White, Roy Swain, Jr., Chas. Riggins, Hubert Darby, Bill Christian, Telefus B. Cawyer and Mrs. Fred McCleskey, Councilman Christian, reporting for the committee, stated the recommendation for an equalization board is the following three persons: C. E. Skiles, Harry Park and E. A. Blanchard. EQUALIZATION BOARD On this the 10th day of May, 1965, the City Council of the City of Stephen- ville, Texas, met in ca called meeting with the following members present: Mrs. Doyle White, Roy Swain, Jr., Chas. Riggins, Hubert Darby, Bill Christian, Telefus B. Cawyer and Mrs. Fred McCleskey, and the above constituted a quorum of the present City Council, and the meeting was called to order, by the Mayor and there- upon the following proceedings were had: It was agreed by voice vote of the Council that C. E. Skiles, Harry Park and E. A. Blanchard be appointed as members of the Equalization Board of the City of Stephenville for the year 1965; and the question being called for a vote was taken and the above mentioned persons were elected by unanimous vote as members of said Board of Equalization and thereupon it was moved by Councilman Christian that the following ordinance be enacted by the City Council of the City of Stephenville, to -wit: BE IT ORDAINED BT THE CITY COUNCIL OF THE CITY OF STEPHENVILLE, TEXAS: Section 1. That the Board of Equalization hereto on this day appointed by the City Council of the City of Stephenville, proceed to perform their duties according to law, and dates of the first meetings of said Board of Equalization is hereby fixed on the 11 2,3;jTl+#rdays of June, 1965, at which time said Board of Equaliza- tion shall hold forth in its first meeting in the City Hall in the City of Stephen- ville, Texas. Section 2. That this Board may have such other meetings as are provided by law and as may be required by lawfully performance of their duties as such Board. Section 3. That this ordinance be in effect from and after its passage. The motion to pass such ordinance was seconded by Councilwoman McCleskey, and after discussion the question was called for and a vote taken and the foregoing ordinance was passed by majority of said City Council and the vote unanimous. Salary of Board members set at $15.00 per day. ATTESTr y Secretary. Councilman Christian reported that the committee has contacted the Board of Realtors to make appraisal of all property in the City. The Board agreed to do this for a fee of 05000.00. It was moved by Councilman Swain, seconded by Council- man Darby, to hire the Board of Realtors to make appraisals of all property within the City. The Council committee, City Secretary and Tax Collector to meet with this Board and work out the details. Motion carried unanimously.. t It was moved by Councilwoman McCleskey, seconded by Councilwoman White, to ask �C that Mr. Troy Gilbert resign as Parks & Recreation Director, this to be effective before the fist of June. Motion carried unanimously. It was moved by Councilman Swain, seconded by Councilman Cawyer, to pay the Stephenville State Bank $9000.00, plus interest, on a note which is now due. Motion carried unanimously. Mr. Homer Grooms appeared before the Council and stated he was interested in the City Recreation Program and is willing to work. Mr. Grooms agreed to work as Recreation Director for a salary of $325.00 to $350.00 per month. After dis- cussion, it was moved by Councilwoman McCleskey, seconded by Councilman Christian, that should a vacancy be created for a Director of Recreation, then to hire Mr. Grooms for %he 3 summer months for the position. L(/ AN ORDINANCE MAKING A PART OF THE CITY OF STEPHENVILLE LAND ADJACENT TO SAID CITY AND OUT OF THE H. C. HUDSON ONE -THIRD LEAGUE SURVEY SITUATED ABOUT ONE MILE SOUTHWEST OF THE COURTHOUSE IN STEPHENVILLE, TEXAS, AND BEING OUT OF THE FIRESIDE ESTATE ADDITION, A SUBDIVISION WHICH INCLUDES A PART OF BLOCK 150 OF THE CITY OF STEPHENVILLE IN ERATH COUNTY, TEXAS, ALL OF WHICH LAND ADJOINS THE PRESENT CITY LIMITS OF THE CITY OF STEPHENVILLE AND WHICH ORDINANCE DESCRIBES SAID LAND BY METES AND BOUNDS. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF STEPHENVILLE: That certain area of land adjacent to the City of Stephenville - -and specifically described as follows: Part of Lots Nos. 1 -5, and most of Lot No. 6, with South end of an alley 16 feet in width, together with Whitefield Street, and South end of a proposed extension to Fifth Avenue, all of which is out of Subdivision Block No. 1 of the Fireside Estate Addition, a sub- division of Block 150, City of Stephenville, in Erath County, Texas, the tract herein described being situated in the H. C. Hudson 1/3- League Survey, Abstract No. 342, about 1 mile S.W. of the Courthouse in Stephenville, Texas, BEGINNING on the existing South line of the City Limits of Stephen- ville, Texas, and the intersection of the East line of said Lot No. 1, being S. 30 -42 W. 26 feet from the N.E.C. of said Lot No. 1; THENCE along the South City Limits line in a Westerly direction on a curve to the right (whose radius is 2460.1 feet and whose central angle is 6 deg.- 38' -30 ") a distance of 285.2 feet to stake on the West line of proposed extension to Fifth Avenue; THENCE S. 30 -42 E. 173.6 feet to stake on South line of Whitefield Street; THENCE N. 60 E. at 50 feet the N.W.C. of M. O. Whitefield 2.135 acre tract,overall 279 feet, the N.E.C. of said 2.135 acre tract; THENCE N. 30 -42 W. at 50 feet the S.E.C. of said Lot No. 1, over all 119 feet to the place of beginning, containing an area of 40,817.7 square feet; is hereby received into the City of Stephenville and made a part of the City of Stephenville and the City Limit lines of the City of Stephenville are hereby extended in accordance with the lines of the tracts of land here- inabove described. The above and foregoing ordinance was introduced at the meeting of the City Council of the City of Stephenville held on May 4. , 1965, by Alderman Herrin At such time it was moved by Alderman Hpr;r and seconded by Alderman McCleskey and being put to a vote, such motion carried that the ordinance be published for one issue of the Stephenville Daily Empire and that by such publication notice be given in accordance with Section 5 of Article 1 of the City Charter of Stephenville, Texas, that this ordinance will be finally acted upon at a meeting of this City Council to be held at least 30 days after such publi- cation; and any citizen of Stephenville, or of the territory to be annexed which is hereinabove described, shall have the right to contest such annex- ation by filing with the City Council a written petition setting forth their - reasons for such contest and such citizen or citizens shall be given an opportunity to be heard before said ordinance in the form hereinabove set out or in:a form to be amended by this Council shall be acted upon. This proposed ordinance was duly published in the Stephenville Daily Empire in the issue of May 7 , 1965, and notice was thereby given that this ordinance would be acted upon at least 30 days after such publication. The City Council of the City of Stephenville duly met on the 1st day of J -gne 1965, and a quorum being present, the City Secre- tary was called upon to advise the Council whether any written petitions or contests of the proposed annexation had been filed with him for presenta- tion to the City Council. The City Secretary Advised that no written peti- tions or contests of any kind had been filed and that no person had made any I/ -5 S inquiry of trim concerning the annexation. Thereupon it was moved by Alderman Herrin I and seconded by Alderman N1cCleskey that this ordinance be finally passed as hereinabove set out.
