HomeMy WebLinkAbout1966-12-06 - Regular City CouncilThe City Council met in a regular presiding and the following counc Robert Herrin, Roy Swain, Charles Anderson add Mrs. Fred McCleskey. Gann, Street Supt. Collins, Chief Chandler. Stephenville, Texas December 6, 1966 meeting on the above date with Mayor Arthur ilmen present: Riggiss, W. M. Irwin, Telefus Cawyer, Raymond Others present were Director of Public Works Cornell, Fire Marshall Ferguson and City Attorney Minutes of previous meeting were read and approved. Msers. Rolla Johnson, Bill Rafferty and Jack Hancock, representatives of Gulf States Telephone Co. appeared before the council. Mr. Johnson gave a detailed report of the improvements that have been made to the telephone system. These improvements include a new building with new equipment, new lines in several sections of the city, and plans to place the lines underground in the downtown area. Also discussed the cost of operating the telephone system. Thesecosts are rapidly rising due to the fact of increased materials and labor prices. The telephone company asked that the council grant rate increases as follows: After discussidnrC:auncilman Anderson,-suggested that the proposa;T be studied and the Public be notified of the rate increase. The Mayor appointed Councilmen Irwin and Riggins and Councilwoman McCleskey to study the proposal and report back to the Council. Councilman Herrin reported that there have been two traffic fatalities charged.to t &le City. The local::dcctors` state -th'e- traffic - accidents definitely contributed to the death of two pe'r §orrs•. Councilman Herrin also reported that stop signs will be placed on streets intersecting West Frey street and that a study is being made of proposed traffic lights at several busy intersections. It was agreed to advertise for bids for one new police car. Bids will be considered from out of town firms. Mr. Don Foleycappeared -before the Council asking that the Council, set a rate of $.45 on taxi service - -in the city. Mrb Foley was advised that the Committee has not com- pleted its report and recommendations regulating taxi service. Councilman Irwih- reported that the street- department has done considerable patching of streets, and, -base being placed in'McNe�ill street. c _ Councilman Cawyer, reporting for Councilwoman White, reported that Guy Manning has asked for ca vacation. Councilwoman McCleskey reported that the Arts and Crafts fair was a great success. At present there are 22 programs being sponsored by the recreation department. Councilman Swain reported that the committee has looked into the proposal of Bramblett Implement Co. to buy some of the airport land. The committee recomends that the city not sell the land. The Council took no action. A bid from Stephenville State Bank for keeping of city funds was received. It was moved by Councilman Swain, seconded by Councilman Irwin to accept the bid of Stephenville State gAfX for depository of city funds for the ensuing year. Motion carried unanimously. It was agreed to advertise for bids for chain link fence on the south side of the West End Cemetery. It was moved by Councilman Herrin, seconded by Councilwoman McCleskey to adopt upon final reading an ordinance amending section six of zoning ordinance per - taining to use of house trailers as a single farmily residence. Also adopt an ordinance rezoning property located on Harbin Dr. and owned by Presbyterian Church, City of Stephenville, and Industrial Foundation. Motion carried.unanimously. (Said ordinances being attached to and becoming a part of these minutes.) It was moved by Councilman Swain, seconded by Councilman Irwin to postpone the next regular meeting of the Council untill January 10, 1967. Motion carried ' unanimously.
