The City Council met in a "called meeting on the above date with Mayor Arthur presiding'and the following councilmen present: Robert Herrin, Mrs. Doyle white, Roy Swain, Chas. Riggins, Bill Christian, Telefus B. Cawyer and Mrs. Fred McCleskey. The Mayor reported the purpose of this meeting was to discuss the appointment of a City Planning C6irdission. The Council discussed this and agreed on eleven cit- izens'to contact-in attempt to get a nine member Planning Commission. Councilmen Riggins and Swaih'were appointed to contact the citizens to find if they will serve on the commission. RESOLUTION ESTABLISHING CITY PLANNING COMMISSION. On th6'18th day of March, 19669 the City Council of the City of Stephenville, Erath County, Texas, met (in a called meeting. The meeting was called to order and on roll call the following members were present: Bill Christian, Chas. Riggins, Telefus B. Cawyer, Robert Herrin, Roy "Swain, Mrs. Doyle White, Mrs. Fred McCloskey, Mayor Jack Arthur and City Secretary Cates. Absent Hubert Darby. Upon motion by Councilman Riggins, with second by Councilman Swain, a resolution was passed and adopted creating a City Planning Commission for the City of Stephenville, Erath County' Texas, and Mayor Jack Arthur appointed a board of 9 members for a two (2) year period, or langer, to serve on this commission, as followsr 1! 2. The purpose and object of said City Planning Commission is to act as an advisory board to the City Council or other governing body relating to all nature of public im- provements, civic improvements, City Planning, opening, widening and drainage of streets, muting public utilities, controlling and regulating traffic upon the public streets and ways of the City, and such other matters relating to improvements the City may deem ben- eficial to the City. The City Planning Commission shall prepare a comprehensive Master Plan for the City, LM The City Planning Commission shall also prepare a City Zoning Ordinance and hold public hearings concerned with amendments to the City Zoning Ordinance and shall make recommendations concerning such zoning amendments to the City Council, The City Planning Commission shall also hold public hearings and pass on plats filed for subdivision of all land within the jurisdiction of the City. The City Planning Commission shall have the power to make its own rules in regard to public meetings. A majority of said commission shall constitute a quorum � 77, ty ecre ary. ` . Tullos Smith appeared before the Council asking that the paving in the alley back of the laundry be fixed. This paving is In very bad shape and needs to be y aced. "Mr. Smith has,contacted some of the property owners and found they have agreed to share 2/3 cost'of such paving. It was moved by Councilman Swain, seconded by Councilman Herrin, that the City pay 1/3 of cost of paving this alley, the property owners to pay 2/3 of such cost. It was estimated the total cost to be $3.00 per running foot. Motion carried unanimously. It was moved by Councilman Christian, seconded by Councilwoman White, to pay Mr. T. 0. "Mc2nroe $500.00 for a well site and $100.00 for easement and damage to property while drilling a new well. Motion carried unanimously. It was moved by Councilman Christian, seconded by Councilwoman McCleskey, to authorize the Mayor to sign a contract with Texas Water Wells Inc., for drilling of a water well. Motion carried unanimously. The Council discussed the 'purchase of property near the downtown area to be used as parking-lots.' The plan is to install parking meters on the lots and the revenue from parking meters would be used to pay for these lots. It was moved by Councilwoman McCleskey, seconded by Councilman Swain, to tion for the purchase of said with the owners of Lots 1 -4 Block 13, City Addi- ,, property for a cost of $15,000.00. Councilwoman McCleskey reported that Mr. Burgan is ill and additional help is needed at the Park. The'Park Committee asked to study and make recommendations at the Next regular meeting; also authorized to hire some help if needed before the next meeting of the Council.
