February 1, 1966.
The City Council met in regular meeting on this date with Mayor Arthur pre-
siding and the following councilmen present: Robert Herrin, Mrs. Doyle V�hite,
Chas. Riggins, Telefus B. Cawyer and Mrs. Fred McCleskey.
Others present were Dir. of Pub. Wks. Gann, Chief Cornell, Dir. of Parks &
Rec. Grooms, St. Supt. Collins, Fire Marshal Ferguson and City Atty.Chandler.
Minutes of previous meetings were read and approved.
Mr. Kenneth Currier appeared before the Council stating he had purchased
some lots in Block K of the Chamberlin Addition and would like to know whe)M the
utilities can be run to this property. The Council explained that Messrs. Cates
and Gann will work out the order so his work will be done.
Mr. "Bob Hollin appeared before the Council to present the plans for changes
in the downtown area in order that more parking would be available on the square.
The plans are for changing some of the streets to one -way and completely change the
parking on the square. This change would make available 100 more parking places on
the square. Mr. Hollin also stated that in the near future the cost of making the
recommended changes will be available.
The necessary steps to complete a comprehensive development plan were briefly
explained by Mr. Hollin. The plan would take about two years to complete. The
Council expressed appreciation to Mr. Hollin for this information and asked him to
relay a message to Mr. Homer Hunter; that the Council would like to have a cost

figure for the comprehensive development plan. When this figure is received
the Council will immediately discuss it in a called meeting.
The following bids were received for the 2.3 acres of land on Harbin Drive:•

It was moved by Councilman Cawyer, seconded by Councilman Herrin, to accept'the
bid of First Presbyterian Church and that the following resolution be adopted:
RESOLUTION
RESOLVED, that the Ma yor, Jack Arthur, is hereby authorized to execute deed
on the following described land:
2.3 acres of land, more or less, a part of the B. W. Roberts 582 -acre sub-
division. of the John Blair Survey, Abst. 32, in Erath County, Texas, and being
situated in the City of Stephenville, and described as follows:
Beginning at a fence corner post at the S. W. C, of that certain tract as
conveyed by J. H. Cage to the City of Stephenville, by deed dated May 7, 19021
and of record in Vol. 73,page 615, in the Deed Records of Erath County, Texas,
for the S. W. C. of this;
Thence N. 60 -33 E. 226 ft. with the South Line of the 52 -acre tract described
in the deed mentioned above to the S. W. C. of that certain 6.32 acres conveyed by
the City of Stephenville to the State of Texas by deed dated June 8, 1954, and of
record "in Vol. 346, page 398, in said Deed Records(now Iiarbin Drive and F. M. High=
way No. 2215) for the S. E. C. of this;
Thence N. 30 deg. :'J, 450 ft. with the West Line of Harbin Drive;
Thence S. 60 deg. W. about 225 ft. to the West-Line of the 52 -acre tract men-
tioned above as fenced for the N. W. C. of this;
Thence about S. 30 deg.-E. about 450 ft. with said fence on the West Line of
said 52 -acre tract to the place of beginning;
conveying same to John W. Clark, John M. Watts and T. R. Moore, trustees of the

First Presbyterian Church of Stephenville, Texas, and their successors in office,
, to be paid in cash, said deed to be in the name of the
City of Stephenville, by the Mayor,and attested by the City Secretary, Motion
carried unaniraously.
Mr. Lee Massengill appeared before the Council stating the gas got low at
his residence on N. Graham St, last Saturday morning and his heaters went out.
Mr. Massdngill also stated that this is dangerous when no one at home and should
the gas come back on then the house is filled with gas. He asked that the Council
do something about the gas service.
The Mayor read a

the Council to take immediate steps to correct this situation. A similar letter

no gas on Morgan Mill Road and the Clifton Heights Addition.
Mr. Cliff Shroyer, of Arkansas - Louisana Gas Company, stated that an investi-
gation was made at Mr. Lee Massengillfs residence and the proper adjustments made
switcso he will have gas. Mr. Shroyer also explained that last Saturday morning a com-
hr broke dowri"and the College was called at 4 :00 o'clock A. M. and asked to
switch to fuel oil, then at 9:00 o'clock A. M. the industrial users of gas'were
asked to shut down. It was explained that the industrial consumers of gas are on
a contract which allows curtailment of service when necessary.
Mr. Shroyer discussed the expenditures of the gas company in the past few
Years, in securing additional gas wells, laying of more gas lines and installing
more equipment to handle the gas. The Council asked Mr. Shroyer to contact .other
Officials of Arkansas- Louisana Gas Company and request they meet with the Council
to discuss the gas shortage and plans to correct such shortage.
Messrs. Hutto and Busby appeared before the Council presenting a proposal
to enter into contract with the City to check and maintain the radio equipment of
the Police Department. They agreed to check, maintain and furnish parts for this
equipment at a cost of $64.50 per month. The Mayor appointed a committee, with
Councilman Herrin as Chairman, to study this proposal and report back to the
Council.
The Mayor presented a letter from Trinity Real Estate Co. which is a request
for the closing of Smallwood Ave. and a Quit Claim deed to this land being made for a client who plans to build a large apartment complex The request

Councilwoman White, It was moved by Councilwoman McCleskey, seconded by
to adopt an ordinance declairing Smallwood Ave., which runs
from the South Line of Shirley Street on the north, southerly to the north line of
Jones Street on the south, and throughthe Varsity Square Addition in the City of
Stephenville, in Erath County, Texas, to have been abandoned as a street, ordering
�, ame` vacated and closed and authorizing the Mayor to execute a Quit Claim deed to
Dovecote, Inc., to this street so vacated and closed. Motion carried unanimously.

Mr. Cornell, Chief of Police, reported the Postoffice is moving and would
like to recommend that parking meters be placed in that area. Also would liketo
place meters across the street from the Long Hotel. It was agreed to place these
parking meters as soon as City crews can install posts for them.
It was moved by Councilwoman White, seconded by Councilman Cawyer, to pay
Simms Fire Equipment Company for the new fire truck. Motion carried unanimously.
It was moved by Councilwoman White, seconded by Councilwoman McCleskey, to
pay the extra salaries of the Fire Department out of the continguent fund. Motion
carried unanimously.
It was moved by Counncilman'Riggins, seconded by'Co clwoman White, that the
annual City lection be called to be held on Aril 1966, in accordance` with

Election Ordinance on Page 86 -C Minute Book F and the State Statute proceedure
for use of the secret ballot. The election being called for the purpose of elect-
ing a Mayor and one councilman for each place numbers 2,'4, 6 and 8, to 'serve a
two year term of office; also for the purpose of electing one councilman for Place
number 5 to serve the one year unexpired term of office of Hubert Darby. Mr. Homer
Stephen to be appointed Election Judge and to select his assistants. Motion carried
unanimously.
