HomeMy WebLinkAbout1967-11-14 - Regular City CouncilStephenville, Texas' November 14, 1967 The City Council met in a postponed regular meeting on the above date with Mayor Nrthur presiding and the following Council Members present: Robert Herrin, Mrs. Doyle White, Garlan Loudermilk, Telefus Oawyer, Raymond A nderson, and Mrs. Fred McCleskey. Others present were: Director of Public Works Gann, Street Superintendent Collins, Chief of Police Cornell, and City Attorney Chandler. Minutes of previous mettings were read and approved. Mr. Howard Burtschell appeared before the Council stating 44at plans have been made for some improvements at the golf course and it would be necessary to secure a loan for such improvements.. At present there is a deed restriction on the golf coarse that must be removed before a loan can be secured. The Mayor appointed a committee with Councilman Riggins chairman, and Councilwoman White and Councilman Herrin to study the proposal of Mr. Burtschell and report at the next regular meeting. Mr. Harlan Huey appeared before the Council statein g that plans are to sell the trash hauling business. The Council discussed the problems involved in the City handling this service. Most of the Council members feel that compulsory trash - hauling service would not be practic�& -for the City. () The Mayor appointed a committee of Councilman Cawyer, chairman with Councilman Irwin and Councilwoman White to study the proposal and determine the amount of equipment Mr. Huey would have to sell. Mr. Boswell appeared before the Council and presented a plat and deed for a 20 foot alley in Block 34, South Side addition. It was moved by Councilman Herrin and seconded by Councilman Anderson to accept the plat and deed for the alley. Motion carried unanimously. Mr. Dan Almon appeared before the Council and presented ordinances as follows: Approving estimate Number 3 of City Electric Company for the Courthouse square ' improvements in the amount of $4,874,85 and authorizing issuance of warrants Number 151 through 154 in the amount of $1000.00 each plus certificate for $874,85. Also approving estimate Number 3 of Williams and Young for Courthouse square improvements in the amount of $18,438.87 and authorizing issuance of Warrants Number 133 through 150 in the amount of $1000.00 each plus certificate for $438.87. Also approving estimate Number 1 of Duncan Parking Meter Company for Courthouse square improvements in the amount of $6,199.20 and authorizing issuance of Warrants Number 155 through 160 in the amount of $1000.00 each plus certificate for $199.20. It was moved by Councilman Herrin and seconded by Councilwoman McCloskey to adopt the ordinances approving estimates as set out above. Motion carried unanimously. (Said ordinances being attached to and becoming a part of these minutes.) Councilman Herrin reported that there have been a large number of violations in the past month. Also reported a delay in installing the blinker lights on highway intersections. There will be some changes necessary before the support poles for the lights can be installed, and this must go through the porper channels of the Highway Department. Councilman Anderson reporting for the Committee gave the following recommendation.: That the City not sell the land in Clifton Heights Addition at this time. The recommendation was accepted by the Council. Councilman Cawyer, Loudermilk and Councilwoman White had nothing to report. Councilwoman McCleskey reported that the Arts and Crafts Show held at the recreation hall was very successful with a large number attending. It was also reported that members of the Garden Club are planning a beautification project on the Bosque in the City Park. A bid of $50.00 was received from Mr, J. B. McConnell for tearing down the old sale barn at the Park. The concrete floor and retaining wall will remain intact. It was agreed that the iron arena structure would be given to the Livestock Association if used for the public benefit. It was moved by Councilwoman McCleskey and seconded by Councilman Herrin,,that the bid for tearing down the sale barn be accepted. Motion carried unanimously. The Council further discussed the problems concerning trash hauling service and the Golf Club. It was agreed to wait until -Ithe committees report before any action, is taken. It was moved by Councilman Anderson and reconded by Councilwoman White to accept a:.• ';deed from Mr. Kent Slee for continuation of South First Avenue. The Motion carried unanimously. It was reported that the note given the City by Lee Orbison is now due and Mr. Orbison has asked for a one year extension of the note. `\'It was moved by Councilman Loudermilk and seconded by Councilwoman McCleskey to renew the note for a period of one year. The Motion carried unanimously. City Secretary presented plans for future hanger space and expansion at the City Airport. Mayor referred the plans to the airport committee to draw up the necessary specifications for future expansion at the airport. Section Five That election judges and clerks are directed to comply with Article 6.06, Election Code of the State of Texas, as mended (Section 2 of House Bill 181, Acts 1967, 60th Legislature, Regular Session, Cahpter 452, Pages 1026, 1028), which provides that a square shall be placed besides each proposition in which the voter is instructed to place an "X" or other clear mark to indi- cate the way he wishes to vote; but which also provides that failure of a voter to mark his ballot in strict conformity with the directions on the ballot shall not invalidate the ballot, and the ballot shall be counted if the in- tention of the voter is clearly ascertainable, except where the law expressly prohibits the counting of the ballot. It is specfically provided that the election officers shall not refuse to count a ballot because of the voter's having marked his ballot by scratching out the statement of proposition for which he does not wish to vote. Section Six That notice of the election hereby ordered and called shall be given: (a) by publication on the same day of two successive weeks in a news- paper of general circulation published within said City, the date of the first publication to be at least twenty -one (21) days prior to the date set herein for such election; and (b) by posting of such notice at the polling place in each of the election precincts of the City not less than twenty (20) days prior to the date set herein for such election. It is hereby found and determined that the Stephenville Daily Empire is a newspaper published within the City of Stephenville, Texas, and is a newspaper of general circulation within said City. Section Seven Should any part, section or provision of this ordinance be held in- valid, this shall not affect the validity of the remaining terms and provisions hereof.
