HomeMy WebLinkAbout1967-08-11 - Special City CouncilStephenville, Texas August 1191967 The City Council met in a called meeting on the above date with Mayor Arthur presiding and the following Council members present: Robert Herrin, Mrs. Doyle White, Garland Loudermilk, Chas. Higgins, Raymond Anderson, Telefus Cawyer, and Mrs. Fred McCleskey. Mr. M. A. Burgess appeared before the Council and reported that the removal of power poles from the square would leave no place to install Christmas lights._..:..... Mr. B. L. Singleton reported. that it would be possible to install extra wire to the street light standards and install plugs in order that Christmas lights may be plugged into these outlets. The committee represented by Mr. Burgess requested that the City allow this installation. Councilman Higgins reported that the committee has met with Higginbotham Bros. & Co. and that the lumber yard property can be purchased for 070,000.00. It was also reported that'liigginbothams have offered to donate $5,000.00 for development of the property into a parking area. Councilman Higgins also reported that the Dawson property has been purchased and will be held awaiting further developments. The Mayor reported that t e?.South and West sides of the square the sidewalk will be cut back. Also 'that eh Tast'and North side sidewalks can be cut back for less than $2,000.00 per side. If this is done it will give more room and all the curbs and parking areas will be the same. It was moved by Councilman Herrin seconded by Councilwoman McCleskey to cut the sidewalk back 3 feet on the North and East sides of the souare. Motion carried unanimously. The Mayor reported that the downtown merchants are planning to buy the property in Block 2, City Addition owned by the Terrells. It is planned to donate this property to the City for a parking lot and the merchants are asking the'City to pave and install parking meters on such lot. The Council was agreeable to accept this property for parking purposes. It was moved by Councilwoman McCleskey seconded by Councilman Higgins to adopt a resolution agreeing to furnish right of way within the City limdts for a farm to market road extending from F M road 8 in the Nbrthwest part of the City in a southwesterly direction in the vicinity of proposed school site to U. S. Highways 67 and 377. Motion carried. The Council discussed the propoal of Dr. J. C. Terrell to trade for the old City Hall. There was no action taken due to the fact that the building is being used for several purposes at this time. Councilman Herrin reported that a request has been made for the City to pave the parking lot East of the Museum. No action was taken. NOW THEREFORE BE IT RESOUM BY THE CITY COUNCIL OF THE CITY OF g that this tender of a Farm -to- Market Road designation by the State Highway Commission and the responsibility for the furnishing all required right -of -way clear of obstructions within its corporate limits be and are hereby accepted; that the State Highway Department be and is hereby. authorized to progeed with the construction and subsequent maintenance of the above project within the corporate limits of said City; and that'the Mayor, or proper City Official, of the City be and is hereby authorized to execute for and in behalf of the City, a standard maintenance agreement with the State Highway Department to establish the respective maintenance responsibilities of each party. M. Road 8 in the Northwest part of Stephenville, Southwest in the vicinity of a proposed school site to U. S. Highway 67 and 3770 a distance of approximately 2.1 miles; and WHEREAS, an analysis of the request indicates that such a road would be a desirable addition to the Farm to Market Road System and would 'eliminate ' the. necessity for F. M. Road 2215 as'a'part of the State maintained system; NOW, THEREFORE, the State Highway Engineer is directed to tender the following proposal to Erath County and the City of Stephenville: . Provided the County and /or City'viils 1. Furnish all required'right of way clear of obstructions and free of cost �I to the States 2. Agree to accept into their road and street systems for maintenance the present location of P. M. Road 2215. The Texas Highway Department wills 1. Designate and construct a Farce to Market Road within the above described limits. 2. Maintain the road upon completion of construction. Upon acceptance of the provisons of this Order by Erath County and the City of Stephenville, IT IS ORDERED that a FARM TO MARKRT ROAD be designated over these limits and the State Highway Engineer is directed to proceed with engineering surveys, the preparation of right of vay data and to turn over such data to the. appropriate officials for procurement o€ the required right of ,way.,
