HomeMy WebLinkAbout1967-04-18 - Special City CouncilStephenville, Texas April 18, 1967 The City Council met in a called meeting on the above date with Mayor Arthur presiding and the follwoing Council Members present: Robert Herrin, Mrs. Doyle White, Garland Loudermilk, Charles Riggins, W. M. Irwin, Telefus Cawyer, Raymond Anderson and Mrs. Fred McCleskey. The following nominated for Mayor Pro Tem: Charles Riggins and Robert Herrin. Councilman Riggins asked that his name be withdrawn from the nomination as he has served as Mayor Pro Tem in the past. Mr. Riggins name was withdrawn. It was moved by Councilman Irwin, seconded by Councilman ". hat nominations cease and that Robert Herrin be elected Mayor Pro Tem by aclimation. Motion c arried unanimously.9 Councilman Herrin reported that the radio equipment in police cars is costing a lot to maintain. The Law and Order Committee has checked into the possibility of getting new radio equipment on a lease purchase agreement. Such lease would cost less per month than maintenance on old equipment. It was moved by Councilman Herrin, seconded by Councilman Riggins to call for bids for 3 sets of radio equipment for police cars. Money to be taken from the Contingent Fund. Motion carried. Mayor asked the Law and Order Committee and Director of Finance to check bids and accept the best deal. It was reported that the night watchman has resigned and need to hire another. At present the city pays $100.00 per month and only part of the merchants use this service and they pay $165.00 per month total. At present no one has been 77 hired as this is not a living wage. It was suggested that someone check on the insurance rates with and without a nightwatchman, then contact merchants in effort to get more firms to pay, thereby increasing the salary of a wathhman. It was moved by Councilman Cawyer, seconded by Councilman Irwin, to pass the problem of a nightwatchman to Chamber of Commerce Merchants Activity Committee stating the Council will work with them. Motion carried unanimously. It was brought to the Council's attention that the funeral homes will be forced to discontinue ambulance service. The Council discussed this biit no action was taken. Director of Finance reported that the airconditioning equipment in the fire depart- ment has gone out and bids for new equipment have been called for. Mayor read a letter that was addressed to the Chamber of Commerce and signed by a Mrs. Smith, this was a request that something be done about the many blind corners in the city. It was suggested that this re referred to the proper Com- prehensive Development Committee asking that they contact property owners who are involved in effort to clear some of the blind corners. Mayor reported that Mr. Hill has contacted him in regard to a fiber pipe sewer lire that was installed at Mr. Hill's new residence on Mimosa Lane. Mr. Hill asked for a plumbing inspection and was informed that this fiber pipe sewer line is in vio- lation of the plumbing ordinance and cannot be accepted by the plumbing inspector. Mr. Hill stated that he understood the fiber pipe was acceptable in the city. Mr. J. E. Lookingbill, Jr., plumbing inspector, stated that the plumbing ordinance had been discussed with Mr. Hill at the time that construction of his home began. Mr. Lookingbill stated he has never told anyone that fiber pipe was acceptable as a sewer line, however Mr. Hill could have misunderstood. The Council discussed this and Mayor asked if any Council member would like to make a motion to make an exception to the plumbing ordinance for this individual. No such motion was made. It was pointed out that the only way the ordinance could be changed to allow use of fiber pipe would be through the Supervisory Board of Plumbers as provided for in article number 2 of the plumbing code.
