The City Council met in a called meeting on the above date with Mayor Arthur
presiding and the following council members present: Roy Swain, Charles'
Riggins, W. M.,Irwin, Telefus Cawyer and Raymond Anderson.
Others present" ik'eie; Director of -Publ c Works Gann, Street •Supt. Collins, Fire
Marshall Ferguson Chief ,Cornell and City Attorney Chandler.
Minutes of the previous meeting were read and approved.
The meeting was attended by the employees of the,City Hall..
City Secretary; Aex'Cates, presented to Miss Blanche Davis a plaque for out-
standing service in the City Water department as cashier. It was moved by
Councilman Irwin,,, se, conded,by.Co.ur}cilman- Riggins. ,.that the presentation of the
plaque to Miss-Davis „be,placedon record .of -,the minutes. Motion carried
unanimously.
Mr. Seth Moore-appeared, before the council and reported that a client is consider-
ing building aservi,ce ,station that would: require large storage tanks and trans-
port delivery. This would be in violation of the gasoline ordinance. Mr. Moore
asked the council ,to, cons,ider revising the .present ordinance. -
Mayor stated that the gasoline ordinance is being studied and will probably
be revised in the ;near, furure.
Mr. Edwin Snyder' appeared before the-council and reported that plans are being
made to build on lots 7 and 8, block 7, South Side. There is no water or sewer
available on these lots.,,,.Mr. Snyder,Pointed out that it would be expensive”
to lay the necessary lines and asked the city to share the expense.
The City policy,on water and eew,er _1_i -ne extension was explianed to Mr. Snyder,
and it was suggested he meet with Mr. Gann to work out this problem.
Mr:. Carr appeared` before the Council and reported that fire from the city
dump got in his pasture and burned approximately 10 "acres of grass. This happens
each year and Mr.'Carr asked the City to pay for the damage and to take steps to
prevent future Mires.,_ -„
The Mayor appointed Councilman Cawyer and,Councilman Irwin to check into this and
report back to 'th1e Council.
Mr. CharlesOpeil•, rep res_e,nting,Water Tank Service Co., appeared before the Council
and presented a d'etaile.d, -report ,on the .things that ruin these water tanks.
Also pre sented,samp.l,es , o_f .metal and pictures made of the inside of the city tank
It was recomended "that the tank be cleaned and painted inside and outside at an "
estimatted cost of $7,000.00 to $9,500.00 depending upon the grade of coating
used on the tank.
No action was taken.
Mr. Feagon and Mr. And'erson•,,representing Homer Hunter Associates Engineers,
appeared before the Council and presented plans for development of the downtown
area. These plans.were,d scus,sed by the Council and-it was moved by Councilman'`
Swain, seconded 6y`COuncilman Riggins, that these plans be accepted and Mr.
Taylor Almon be -asked to begin the necessary steps in financing this project.
Motion carried unanimously.
Councilman Irwin reported that all the property owners on Virginia Street have put
up the money for paving, _.The street department has began work on the project.
Also reported the paving on Mimosa Lane has been completed.
The Council discussed the request of W. N. Brown for a fire plug in front of his
residence on West Tarleton St. No action taken.
Councilman Anderson reported that work;has been started on fencing of the cemetery.
Also brought up,for, discussion the
,i,nstalling of lights on the entrance and at
other locations in the cemetery in an attempt to stop vandalism.

The Council discussed the preparing of an ordinance against
city. It was decided to ask the newspaper to publicize the

Mayor appointed Councilman Swain and Fire Marshall Ferguson to work with City.Attorney
to revise the gasoline ordinance.
Councilman Irwin reported that the committee has no recomendations on telephone
rates.

The Council discussed the need to adopt an ordinance regulating the keeping of
livestock in the City. It was agreed to sudy a sample ordinance and discuss i#
at +r the next regular meeting.
It was moved by Councilman Irwin, seconded by Councilman Swain, that the Mayor be
authorized to sign a contract, on behalf of the City, with Cecil L.'Davis for the
right to establish and maintain an aeronautical advisory station to serve the
Stephenville Municipal Airport. Motion carried unanimously.
The Council discussed the codification of City ordinances which would cost appro�.
imately $3,850.00. This is something the city may need in the fu'3ru%70(` �7Olec -I
The Council agreed to pay Jones Chevrolet Co. $45.00 difference for tires on the
new police car.
It was moved by Councilman Riggins, seconded by Councilman Swain, that the annual
city election be called to be held on April 4, 1967, in accordance with Election
Ordinance on Page 86 -C, Minute Book F, and the State Statute Procedure for use
of the secret ballot. The Election being called for the purpose of electing one
Councilman for each place numbers, 1, 3, 5, and 7 to serve a 2 year term of office.
Mr. Homer Stephen to be appointed Election Judge and to select his assistants.
Motion carried unanimously.
The following bids received for new truck for the Street Department:
Sanders Tractor Co.
Internations Truck ------------ $2,844.99
Jones Chevrolet Co.
Chevrolet Truck--------- - - - - -- 2,895.00
These bids were given to a committee of Councilmen Anderson, Irwin and Mr. Gann
for study, the committee authorized to purchase the truck for the street dept.
There being no other business at this time the Counci
