HomeMy WebLinkAbout1967-01-10 - Regular City CouncilStephenville, Texas January 10, 1967 The City Council met in a postponed regular meetinFon the above date with Mayor Arthur presiding and the following Councilmen present: Robert Herrin, Mrs Doyle White, Charles Riggins, Wm. Irwin, Telefus Cawyer, Raymond Anderson and Mrs. Fred McCleskey. Others present were: Director of Public 'Works Gann, Street Supt. Collins, Chief CoRiVell, Fire Marshall Ferguson and City Attorney Chandler. Minutes of the previous meeting were read and approved. Mr. Clinton Cox appeared before the Council and asked when the City plans to pay for the Dawson Property, and to reach an agreement on the 1966 city taxes. Mayor reported that the city is waiting on the engineers to complete plans for the down- town :,improvement project. It was explained that the land cannot be paid for untill the contracts are let on the improvement project. The Council agreed to prorate the 1966 city taxes on the Dawson Property on a six months each basis. Mr. Guy Manning appeared before the Council asking that he be allowed to use the room in the old city hall building to store his extra clothes and supplies needed in connection with his nightwatchman duties. After discussion it wa room in the north side Councilman Herrin gave revenues of the police report was of interest the report. s agreed that Mr. Manning would be allowed to use the front of the old city hall building. a report on the number of traffic accidents, arrests and department for the year of 1966 as compared to 1965. This to the Council and Mr. Herrin was commended for presenting Councilman Herrin also gave a report on the need for traffic lights at the inter- sections of Loop 195 and Highway 281, also at Highways 281 and 377. These inter- sections seem to be ',the worst at this time; however there is a need for signals at all highway intersections.. It was moved by Councilman Irwin, seconded by Councilman Cawyer to authorize 71 Councilman Herrin to meet with Highway engineers to determine the cost of signal lights at the highway- intersections, also authorize Mr. Herrin to go ahead and install lights if the cost is reasonable. Motion Carried unanimously. It was moved by Councilman Herrin, seconded by Councilman Irwin to install a traffic light at the Chamberlin School. The period of time that the light will be in operation to be worked out by the Law and Order Committee. Motion carried unanimously. The Council discussed the need for a.solution to the traffic problem on North Graham St. Also discussed the possibility of a by -pass street east of North Graham, the Council asked the Law and Order Committee to study this and make some recomendations. The Council discussed possibility of changing the Taxicab Ordinance, but agreed not to change, the ordinance at - -this time. The Council instructed Chief of Police to enforce this existing ordinance. The Council agreed to call for bids for a new truck for the street department. Specifications to be drawn up and furnished to the prospective bidders. The telephone rates committee was unable to meet and have no recomendations at this time. The Council discussed the need for paving curb and gutter on Virginia street between Mason and E. Tarleton, and asked Councilman Irwin to contact property owners. The following-bid received for fence at the City Cemetery: Higginbotham Bros. and Co. 451 feet 4 foot chain link fence complete -total of $536.81. It was reported that Mr. Chester Lowery has offered to pay the difference between the 4 foot fence and a higher fence. Mr. Lowery has requested to do this as his home faces the cemetery and the higher fence would cut off the view of the cemetery. The Council agreed for Councilman Anderson to handle the fencing of the cemetery. Councilman Cawyer had nothing to 'report but would like to see phans for a new fire station to get started. Councilwoman McCleskey reported that several repairs have been made at the recreation hall and the building is now in good shape. Also work started on cleaning the brush off park land. south of the Bosque. There is a need for an entrance road to park area off Loop -195. Councilman Riggins reported that Mr. Fred Stafford has requested water and sewer lines be placed in First Street at city expense. Discussed but no action taken. Mayor reported that Bryan Hale has offered to buy some city land in the Clifton Heights Addition.. It was decided not to sell this land. It was moved by Councilman Riggins, - seconded by Councilwoman McCleskey, to accept the City audit as prepared by Carl Crimmins for the fiscal year of 1964. Motion carried unanimously. The following bids were received for a new car for the Police Department: Jones.,Chevrolet Co. City -- -Total difference of $1,941.38 Lewis Byars Ford Co. �ranbury, Texas -- -Total difference of $2,073.21 Harding Ford Sales Dublin, Texas - -- -Total difference of 1,995.00. It was moved by Councilman Herrin, seconded by Councilman Irwin, to accept the bid of Jones Chevrolet Co. with stipulation that the tires be furnished according to bid specifications.
