HomeMy WebLinkAbout1968-11-05 - Regular City Council1.25 Stephenville, Texas November 5, 1968 The City Council met in a regular meeting on the above date with Mayor Arthur presiding and the following council members present: Robert Herrin, Don Metsgar, - Garlan Loudermilk, Charles Riggins, W. M. Irwin, Telefus Cawyer, Raymond Anderson,. and Mrs. Fred McCloskey. Others present were Director of Public Works Gann, Chief Cornell, Assistant Chief McCoy, and City Attorney Chandler. Minutes of previous meetings were read and approved. Mr. Harlan Huey appeared before the council asking that approval be given to the preliminary plat of the West Gate Addition. It was moved by Councilman Irwin, seconded by Councilman Metsgar, that the pre- liminary plat of the West Gate Addition be approved. Motion carried unanimously. Mr. Huey also registered a complaint of Assistant Chief of Police stopping a car and cursing in the presence of Mr. Huey's daughter. Assistant Chief McCoy appeared before the council and stated that he did not curse in the presence of Mr. Huey's daughter. Mr. McCoy stated that on the night in question that he stopped a car on the South Loop that was traveling at a high rate of speed. Mr Huey's daughter was with the driver of the speeding car. Mr. McCoy stated that he talked to the driver but no ticket was issued; however the driver of the car did curse the police at that time and at a later time the same night. A group of property owners on Barker and Rowland streets appeared before the council. Mr. Angerman, spokesman for the group, stated that the water way in back of their property has grown up and is in need of being cleaned out to avoid possible flooding. Each property owner is agreeable to giving easements to the city, provided the city will maintain the water way. �- The Mayor appointed the Sewer Committee to work with engineers and City Attorney and report back to the council. Dr. Cedars appeared before the council stating that there is a need to establish a resr-ue service in the city and county. There are several factors that cause the rising number of fatalities especially in the rural areas. Some of these factors are the delay in getting accident victims to the hospital, and not having trained persons at the scene of the accidents. 9r. Cedars stated that the city fire department has a rescue truck with some equipment, and also has trained personell who operate the rescue equipment. The Mayor asked the Fire Committee to meet with Dr. Cedars and report back to the council. Mr. Ed New, representing Ernst and Ernst Auditors, appeared before the council and presented each council member a copy of the city financial report. Mr. New discussed this report in detail. The council expressed appreciation to Mr. New and his firm for the report and the prompt manner in which the audit was done. The following bid received for addressograph equipment: 1 new embossing machine-- ----------------------- $2,767.80 1 new addressograph machine--------------- - - - - -- 4,820.10 Councilman Irwin suggested operation and determine if It was moved by Councilman Secretary visit Fort Worth authorized to place an ord carried unanimously. Councilman Herrin reported that the city Secretary go and see the machine in it will do the necessary work. Anderson, seconded by Councilman Riggins, that City and see the equipment in operation and that he be �r for equipment best suited for city use. Motion that the new police cars have not been delivered. Councilman Irwin reported that street department has been resurfacing some more city streets. Also reported a need to place paving on the roads in city cemetaries. Also reported that the deed has been signed for right of way to extend West Frey street. The Mayor read a letter from Mr. Oscar Hammitt requesting that Second street from Hyman street to South Loop be opened up at city expense. It was moved by Councilman Irwin, seconded by Councilman Riggins that the opening of Second `street be at the expense of property owners in that area. Motion carried unanimously. y Councilman Anderson reported there is a problem of installing a 6 inch water line in a subdivision owned by Vernon Morgan. Director of Public Works reported that this problem has been worked out and the 6 inch line is now being installed. Councilman Cawyer reported that the water problem between Rowland street and' Barker street has been discussed with Mr. Gann and it was agreed to consult Homer Hunter Associates at the first opportunity. Councilman Loudermilk reported that a retirement plan for City employees is needed, this will be discussed farther as soon as more information is avail- able. Councilman Loudermilk reported that Mr. Chester Parham and Ben Young , have called complaining of an increase in city tax on their property for the year 1968. Both persons claim they did not receive a notice from the Board of Equalization. Discussed and no action taken. The council discussed a complaint received from Velma Jackson that 2 minimums billa are charged each month. This is in accordance with city policy as Mrs. Jackson-operates a beauty shop in her home. Councilwoman McClaskey reported that the Arts and Crafts sale was a great success. Also presented a yearly report of the activities of the recreation program. Councilman Riggins reported that the library will need furniture and shelving the specifications should be ready soon. The council was presented the preliminary plat of the Hillcrest Addition. It was moved by Councilman Herrin, seconded by Councilman Irwin, to approve the preliminary plat of the Hillcrest Addition, also that the final plat cannot be approved untill the sewage disposal system in the area meets approval of city engineer.
