Stephenville, Texas June 27, 1958 The City Council met in a called m^.eting on the above date with Mayor Arthur presiding and the following Council m- ambers present: Robert Herrin, Don Mp,tsgar, Garlan Lou ,,iermilk, Charles Ri-. -gins, W. M. Irwin, and Mrs. Fred 1'McCleskey. Mr. Dixon and Mr. New, representing Ern at and Ern6�t auditors, appeared before the Council and discussed the precedures us -d in preparing the City Audit for the past three years. Each-Council member was presented a copy of the audit and it was discussed in detail.,- The Auditors offered Vne following suggestions: Invest all excess cash in Certificates of Deposit, thereby drawing interest on idle money. A double entry bookeeping system be set un, and set up a petty cash fund, there by being able to de,,osit all money collected for water and sewer bills. Also that additional effort be made to collect delinquent taxes. Also engage auditors to begin the annual audit as soon as the Budget Year ends. The audit is much easier to do at that time, and less expensive. It was moved by Councilman Loudermi_ld and seconded by Councilwoman McCleskey to accept the audit report. The motion carried unanimously. The Mayor .asked that Director of Finance recommend the amount of cash to place in a Certificate of Denosit Account. The Mayor asked the Finance Committee to make a study- and recommendation on the double entry bookeeping system and. the petty cash fund. 114 It was agreed to discuss the hireing of an auditor at the next regular meeting. Councilwoman McCloskey reported that the Higginbotham building is needed for Arts and Crafts as soon as possible. She also asked for a restroom and covering for the floor in this building. The following bids wre received for repairs to the Higginbotham Building. Denman Tile and Carpet: 1/16 Vynil tile $516.00 Does not inclu'e cleaning and patching existing floor. Higginbotham Brothers and Co. 1/16 Vynil the $556.8o Gduske Plumbing Co. Plumbing fixtures for rest rooms 'A100.00 Labor 150.00 It was moved by Councilman Irwin and seconded by Councilwoman McCleskey to accept the bid of Higginbotham Brothers for floor covering. Also that Higgin- botham agrees to help clean and patch the existing floor. Also to authorize the spending of X350.00 additional on the building. The money is to be taken out of the Continguent Dund. The motion carried. There being no ,other business at this time, the Council stood adjourned and subject to the Mayorts call. ATTEST: City Secretary
