March 5, 1968
The City Council met in a regular meeting on the above date with Mayor Arthur
presiding and the following Councilmembers present: Robert Herrin, Mrs. Doyle
White, Garlan Loudermilk, Charles Riggins, W. M. Irwin, Telefus Cawyer, Raymond
Anderson, and Mrs. Fred McCleskey.
Others present were: Director of Public Works Gann, Fire Marshall Fergerson,
Chief Cornell,and City Attorney Chandler.
Minutes of previous meeting were read and approved.
Mr. W. B. Hale appeared before the Council offering to buy eight City owned
lots in the Clifton Heights Addition. Mr. Hale offered $800.00 for the
eight lots or x$500.00 for the four North East lots.
Mayor assured Mr. Hale that all of the Council members have not been contacted,
butt 'hat the proposition would be discussed later in the meeting.
Mr. Frank T. Drought, Constructing Enginner, appeared before the Council and
discussed A plan for developing parking areas along the Bosque River in the
City. It was suggested that the first step in the proposed development would
be a master plan. It was estimated such a plan would cost $1000.06.
It Was agreed that the Cbpncil would discuss the proposal later.
Lucy ling appeared before the Council and reported that since the tin shop
building has been moved off the lot, plans have been made to,fill in the lot and
possibly build on the proberty. Miss King asked that something be done about
opening an alley in the block so that all property on the West side of the
square would have access to the back of the buildings. Also asked was that the
overhead obstructions in front of the vacant lot be removed.
Mayor asked Councilman Irwin to contact Miss King stating that the problem of
an alley should be worked out with the property owners involved. Also that the
City is willing to cooperate with all persons involved.
Mr. Doug Smithey appeared before the Council requesting that his lease on
the lot at the entrance to the Greenview Addition be transferred to Gary Crow.
It was moved. by Councilman Anderson and seconded by Councilman Irwin to
transfer the lease to Gary Crow. The motion carried unanimously.
Mr. Harlan Huey appeared before the Council and requested that the garage
collection and disposal franchise be transferred to Mr. Bledsoe.
It was moved by Councilman Herrin and seconded by Councilman Loudermilk to
adopt an ordinance granting permission to Harlan Huey to transfer and assign
franchise granted him by the City Council of the City of Stephenville to
furnish garbage collection and disposal service to residents of the City
of Stephenville, such transfer and assignment to be made to B. R. Bledsoe.
The motion carried unanimously.
It was moved by Councilman Irwin and seconded by Councilman Loudermilk to grant
to Mr. Bledsoe an extension of garbage collection and disposal franchise for
a period of ten years from this date -March 5, 1968. The motion carried
unanimously.
Mr. William R. Wiese appeared before the Council asking permission to use a
part of the City Airport land for a play area for the Stephenville Motor
Cycle Club.
The Mayor appointed Councilmen Anderson and Councilman Herrin to check into
the pronosal of Mr. Wiese and report back to the Council.
It was moved by Councilman Irwin and seconded by Councilman Riggins that the
City not sell the land as requested by Mr. W. B. Hale. The motion carried.
The Council took no action on the proposal of fir. Frank T. Drought.
Councilman Irwin reported that the Street Department has done been patching
streets when it is dry enough. Director of Public Works Gann presented a map
of the City showing streets that were paved last year, and the plans for new
paving this year of approximately 35,000 feet of streets.
Councilman Irwin also reported problems with streets that have been paved by
private contractors. Such streets are breaking down possible due to improper
amount and type of base material.
The Council discussed this problem in q6 teil, and also discussed the City
Ordinance pertaining to the paving of City streets. It- was agreed that some-
thing must be done about the recent paving that has gone bod.

Councilman Loudermilk reported that Carl Crimmins has been contacted about doing
the City audit, but Mr. Crimmins is very busy and cannot do the audit at this
time. Also reported was that an auditor has agreed to do the three years audit
for approximately 3000.00,
It was moved by Councilman Loudermilk and seconded by Councilwoman McCleskey to
hire Ernst and Ernst to do the necessary work to bring the City audit up
to date. The motion carried unanimously.
Councilman Loudermilk reported that the Airport runways are in need of resurfacing
and need to do something about the grass on the side of the runway. The road
entering tha airport is also in bad shape.
The Council asked that Councilman Loudermil, Mr Cates, and Mr. Gann cheep into
the cost of repairs at the airport.
Councilwoman McCleskey reported that all activities at the City Park have had
large attendance. Them is a need to build a shed for storing park maintenance
equipment and also a need to fix a parking lot on the location of the old
auction barn.
Councilwoman White presented plans for a new fire station.
The Mayor appointed Councilman Riggins and Irwin to work with Councilwoman
White on the fire station plans and report back to the Council.
The Council discussed the payment of electric bills at the mueseum on East
Washington Street, and it was agreed to check the minutes to determine if
the City agreed to pay their bill.
It was moved by Councilman Irwin and seconded by Councilwoman 1'icCleskey to
adopt an ordinance providing for the maintenance of certain State highways and
or portions of State highways in the City of Stephenville, County of Erath,
Texas, hereby referred to as Municipal Maintenance project and authorizing the
Mayor of the City of other authorized City official, to execute and affix the
corporate seal and attest same. A certain agreement between the City and the
State of Texas, Providing for the maintenance and use of said maintenance project
and declaring an emergency and providing that this ordinance should be effective
from and after its passage. The motion carried unanimously. (Said ordinance
