HomeMy WebLinkAbout1970-09-02 - Regular City CouncilSeptember 1, 1970 Stephenville, Texas The City Council met on the above date in a regular session with the following members present: Jack Curtis, Don Metsgar, Doug Smithey, Toby Stone, W. M. Irwin and Mayor John Skipper presiding. Minutes read and approved. Mr. Paul Holleman appeared before the council to register a complaint of the existence of livestock within the city limits on west Washington street. His property being near the Tarleton Poultry Farm land on west Washington and felt a possible health hazard might exist. This matter was referred to the sanitation committee. Mr. Holleman also complained of the extra water and sewer charges placed on duplex apartment houses and questioned the legality of this practice. This was referxsi to the water committee. Mr. Virgil Yokum appeared before the Council and elaborated on the necessity of a perpetual care cemetery, stating the problems involved when a City con- trols the developing and selling of lots and operating a cemetery. Referred to Cemetery Committee. Mrs. Dorothy Daniels of the State Welfare Dept. appeared before the Council stating that several persons had expressed the desire to operate and the need for day care centers for children in Residence 1 zoning which restricts this operation. Since the Wefare Dept. issues the licenses for these centers Mrs. Daniels requested on behalf of the interested individuals consideration for the operating of these centers in the Residence l zoning. Mrs. Daniels was asked by the Council to met with the, Zoning Board to discuss this matter. Mr. Floyd Hunter came before the council representing a firm that deals in de- tiquent tax collecting for cities. Mr. Hunter presented a contract form stating - the terms and means of handling the city's deliquent tax roll. This was referred to the Finance Committee. Mr. Bill Bledsoe appeared b�£ore the council and requested an approval of a 15% increase in the trash hauling service rates in the city. The service charge for RM residents would be increased from $2.00 a month to $2.30 a month. This was re- ferred to the sanitation committee. Councilman Metsgar reported that several had complained of the low speed limit on the Alexander Road just north of the South Loop. After discussion, Council- man Metsgar made a motion seconded by Councilman Irwin that the speed limit on the Alexander Road running from the South Loop up to Cage St. be changed from 30 MPH to 40 MPH. Motion carried. Councilman Smithey had nothing to report. Councilman Curtis reported that he had contacted Bill Bledsoe, the trash hauling contractor, about the hauling service in the city park and it was established that the hauling fee included also the cemetery, city hall, and Senior Citizen Center as well as the park plus the picking up of dead animals. Nothing was resolved about the location of barrells in the city park. It was referred back to the sanitation committee. Due to the immediate need, Councilman Irwin made a motion seconded by Council- man Stone that the barrells on the city square be place,' on the hauling service at $1.00 per barrell each month. Motion carried. l' Councilman Stone reported that the city's part on the airport project was al- most complete. Paving and resurfacing for the summer stands at about 40,000 feet. Contractors C. C. Booth and Eddie Williams had been contacted and asked to give their estimates for the airport project. -Councilman Metsgar made a motion seconded by Councilman Stone that Dr. L. M. Altaras be re- appointed as City Health Officer for the next 2 years beginning September 1, 1970. Councilman Irwin made a motion seconded by Councilman Metsgar to accept the first reading of an ordinance making a part of the City of Stephenville a 54 acre portion land located west and north of the Harbin Dr. and Lingleville Road area,.' Mo;t.ion carried. Councilman Irwin made a motion seconded by Councilman Stone for a resolution on giving notice of the sale of refunding bonds. Motion carried. Said resolution being attached to and becoming a part of these minutes. A letter from the Equalization Board was presented to the Council. Councilman Stone wade the motion seconded by Councilman Irwin that the council accept the City tax roll for 1970 and the Board of Equalization be releaved of its duties for the tax year. Motion carried. Councilman Smithey made a motion seconded by Councilman Stone that con - struction for a fire substation begin during the current 1970 -71 budget year. The vote was 4 for 1 against.
