j The City Council met in a regular meeting on the above date with Mayor Skipper
presiding and the following council members present:- Don Metsgar, Garland
Loudermilk, Doug Smithey, W. M. Irwin, Jack Curtis, Toby Stone and Mrs. Fred
McCleskey.
Others present were Director of Public Works Gann, Director of Parks Isham,
Fire Marshall Ferguson and Chief Cornell.
Minutes of previous meetings were read and approved.
Vanita Lee, Field Consultant for Texas Libraries appeared before the council
and expressed appreciation to the ,council and the citizens for the good lib -
rary that we now have. Also stated that she is interested in helping to make
available additional material for the library.
Mr. G. K. Lewallen appeared before the council stating that he has purchased
property on 6th street and south Loop. There is a dedicated street known as
French street across the property. The street has never been opened and Mr.
Lewallen asked that the street be closed and sold to him.
Mr. Jim Wells and Mr. J. M. James appeared before the council asking that Park
street be opened .up in the area of their property. This street grows up and is
a fire hazard to.all- ,property owners in the area. This was refered to the
street department.
Councilman Metsgar reported that the police department is running alright and
no problems that cannot be taken care of. Councilman Metsgar also discussed
the problems of cases that have been appealed to county court. It is felt that
most of the problems have now been worked out.
Councilman Smithey reported that the fire department is doing a good job and are
to be commended.
Councilman Smithey also reported that the Twentieth Century Club has sold the
former library building and there are some antiques that need to be moved and
stored. It was agreed to check into the possibility of storing these in the
basement of the City Library.
Msrrs. Robert Buck, Dick Harbin and W. T. Culpepper appeared - before the "council.
Mr. Buck discussed the low rent housing program.and presented slides of housing
projects that have been built in other cities.
Councilwoman McCleskey reported large attendance in all activities of the Parks
and Recreation program and Senior Citizens programs. Also all are invited to
visit Senior Citizens Center this Thursday night.
Councilman Loudermilk had nothing to report.
Director of Public Works reported that in 1959 the city drilled a gravel: wall
well on Dale Avenue. This well has been in continous service for 11 years
and is still producing amount of water that it was designed to produce. This
report is being made to show the advantages of this type well over the older
wells that only produce a limited amount of water. All the wells that have
recently been drilled are of the gravel wall type.
It was movedTGouncilman Curtis, seconded by Councilman Metsgar, to change the
name of Sewer Dept. to Sanitation Dept. Motion carried unanimously.
Councilman Curtis reported that the Sanitation Committee plans to meet in near
future to discuss problems at city dump grounds.
Councilman Smithey reported that the attendant at city dump is working by the
hour. This employee asked to be placed on monthly salary. This was refered to
the Sanitation Committee.
Councilman Stone reported that the street committee is faced with the problems
of part of the property owners on an unpaved street being ready to pay for
paving and others will not pay. Would like for the council to think about the
situation and consider assessing for the paving. The street committee is open
for any suggestion for a solution to this problem.
Councilman Stone also reported that there are some 70,000 feet of unpaved streets
in the city and this could be done cheaper if there was some way to raise the
money to do all of it on a contract.
Councilman Irwin reported that the finance committee has no problems at this time.
Mayor presented a letter from the community developement committee, the committee
has a person who will remove junk cars from the city. It was requested that the city
provide funds for the project.
It was moved by Councilman Loudermilk, seconded by Councilwoman McCleskey, to
provide funds for removal of junk cars off private property not to exceed $600.00
total expense. The cars that have no motor, transmission, radiator or battery
the charge will be $7.50 per car. If cars have motor, transmission, radiator

and battery there will be no charge. Motion carried unanimously.
It was moved by Councilman Irwin, seconded by Councilman Loudermilk, to
transfer $1,000.00 from the General Fund to special fund for the purpose of
a dog catcher and related .,expenses. Motion carried unanimously.
�It was moved by Councilman Irwin, seconded by Councilman Stone, that the
supervision of the dog catcher be under the Police Chief. Motion carried
unanimously.
It was moved by Councilman Irwin, seconded by Councilman Loudermilk, to pay
Homer Hunter Associates for service in connection with the gas rate increase.
Motion carried.
The Mayor declared the floor open for nominations for Mayor Pro Tem. Council-
man Jack Curtis was nominated.
It was moved by Councilman Smithey, seconded by Councilman Metsgar, that
nominations cease and Jack Curtis be elected Mayor Pro Tem by acclimation.
Motion carried unanimously.
There being no other business at this time the council stood adjourned, subject
to the Mayors call.
