HomeMy WebLinkAbout1970-04-21 - Special City CouncilStephenville, Texas April 21, 1970 The City Council met in a called meeting on the above date with Mayor Skipper presiding and the following council members present: Robert Herrin, Don Metsgar, Garland Louder- milk, Doug Smithey, Jack Curtis, and Toby Stone. Mr. Butts appeared before the council stating that he is interested in purchasing the golf course. The plans are to develop a good junior and womens golf program and build an 18 hole golf course. Mr. Butts asked that the existing deed restriction be removed in order that money could be borrowed for the proposed development. Mayor refered this to the Parks Committee and councilman Loudermilk for study and re- post back to the council. Mayor stated that'the meeting was called for purpose of discussing proposed annexation and the meeting is open for such discussion. Councilman Herrin feels that the annexation should be put off for an indefinate period of time. Councilman Stone feels that these are some property owners who want to be taken into the city, but is against the annexation as adopted by the council on first reading. Mr. Stone is in favor of extending city limits after further study and planning. Councilman Curtis is in favor of annexation as adopted on first reading. The reasons for favoring the annexation are that the land adjoining the city has increased in value because of the growth of the city, these property owners use the facilities of our city and the property should be annexed. Mr. Curtis feels that city should be liberal on taxes of agricultral land. Councilman Loudermilk, speaking for Councilman Irwin, stated that Councilman Irwin is in favor of extending the city limits as planned but does not oppose delay of action for further study. Councilman Loudermilk favors the extension of the city limits; however he does not want any part of business leaving our city due to being annexed to the city. Also favors that the annexation be put to a vote of citizens of Stephenville. Councilman Smithey is in favor of postponing annexation for an indefinite time. Councilman Metsgar is opposed to the annexation as presented. A pxk Councilwoman McCleskey called the Mayor stating that she is in favor of further study before any action is taken. li It was moved by Councilman Metsgar, seconded by Councilman Smithey, to postpone annexation for an indefinite time. Motion carried by a vote of 5 for and l opposed. Councilman Curtis requested that his vote be recorded as against the motion. It was moved by Councilman Loudermilk, seconded by Councilman Metsgar, to transfer $12,000.00 out of Sales Tax Fund to pay Merchantle National Bank for early payment of Bonds, this being done to effect an interest savings of more than $300.00. Motion carried unanimously. County Judge Sweeney and CommissionerPack appeared -befoe the council stating that last year the President issued a directive requiring all counties to set up a food commodity program. At this time this county does not have such a program. Under the program it is required that a warehouse, fixtures, utilities and trucking on commodities be furnished locally. It was requested that the city share the cost of the program. Mayor appointed Councilman Smithey, Stone and Herrin as a committee to meet with the state _ representative and commissioners court and report back to the council.
