A Called Session of the City Council of the City of Stephenville, Texas, was called to order by the Mayor with the following members pre- sent: Mayor Joe F. Cummings Councilman Raymond Anderson Councilman G. A. Swindle Councilman E. W. Ferguson Councilman John E. Pollan Councilman Ray Reynolds Councilman William G. Brede Councilman David Clayton Councilman Charles Riggins and with the following members absent: None City Administrator Kurt J. Ackermann, City Secretary Joyce Pemberton, City Attorney Joseph Chandler, Director of Finance Charlene Young, Di- rector of Utilities Danny Johnson, Director of Public Works R. Y. Gann, and Fire Marshal Kenneth Haley were present. UTION TO EXECUTE A PIPE LINE LICENSE WITH Councilman Swindle moved adoption of a Resolution authorizing Mayor Cummings to execute, on behalf of the City of Stephenville, a license between the City of Stephenville and The Atchison,Topeka, and Santa Fe Railway Company, relating to a water line crossing at Mile Post 71 + 0124.0 feet at or near the City of Stephenville. Councilman Riggins seconded the motion. The motion carried by the following vote: AYES: All members present voted aye NOES: None Resolution and License in Minute Book L. ITEM II: CONSIDER BIDS FOR CITY INSURANCE COVERAGE Director of Finance Charlene Young presented the following bids received for insurance coverage for the city: 1. Metsgar Insurance Agency, 656 E. Washington, Stephenville, Texas General Liability ------------------------- $ 6,410.00 Fleet Coverage ---------------------------- $10,313.00 Fire & Extended Coverage ------------------ $ 2,770.00 TOTAL BID 9, 93.00 2. Sargent Insurance Agency, 216 E. College, Stephenville, Texas General Liability ------------------------- $ 3,055.00 $ 450.00 Fuel & Oil /Airport $ 475.00 Hangarkeeper lia. Fleet Coverage ---------------------------- $11,026.00 Fire & Extended Coverage ------------------ $ 3,016.00 TOTAL BID 1 ,02 .00 After much discussion, Councilman Anderson moved that the insurance bid be awarded to Sargent Insurance Agency on the low bid of $18,022.00, including the airport fuel and oil and hangarkeeper liability. Councilman Pollan seconded the motion. The motion carried by the following vote: AYES: All members present voted aye. NOES: None I 3'0 ITEM III: CONSIDER RATE REQUEST FROM BILL BLEDSOE Mr. Bill Bledsoe presented his request for an increase in garbage rates of approximately 50G per residential customer. Mayor Cummings, with the consent of the Council, appointed Council- men Charles Riggins, chairman, Ray Reynolds, and Raymond Anderson as a committee to meet with Mr. Bledsoe to study and examine this request and report back to the Council. ITEM IV: CONSIDER PROPOSAL FOR ENGINEERING SERVICES FROM WILLIS ENVIRONMENTAL ENGINEERING TO CONSTRUCT AN ELEVATED WATER STORAGE TANK. Mr. Lynn Willis presented a proposal for engineering services for water system improvements. After discussion, Councilman Swindle moved to authorize Willis Environmental Engineering, Inc. be retained to do a feasiblity study for the elevated water storage tank at a cost not to exceed $8,000.00. Councilman Pollan seconded the motion. The motion carried by the fol- lowing vote: AYES: Councilmen Swindle, Pollan, Brede, Anderson, Reynolds, and Clayton. NOES: Councilmen Ferguson and Riggins. Councilman Brede gave a progress report from the Cable TV Committee. Cimurings copy of which is hereto attached, and the same be recorded in the Minutes of the City Commission at the foot of this resolution. STATE. OF TEXAS COUNTY OF ERATg ) I, Joyce Pemberton .
