HomeMy WebLinkAbout1982-07-06 - Regular City CouncilJ! MINUTES OF THE CITY COUNCIL OF THE CITY OF STEPHENVILLE, TEXAS, HELD ON TUESDAY, JULY 6, 1982 - 7:00 P.M. The regular meeting of the City Council of the City of Stephenville, Texas, was called to order by the Mayor with the following members present: Mayor Joe F. Cummings Councilman G. A. Swindle Councilman John Pollan Councilman William G. Brede Councilman Charles Riggins Councilman Raymond Anderson Councilman E. W. Ferguson Councilman Ray Reynolds Councilman David Clayton and the following members absent: None City Administrator Kurt J. Ackermann, City Secretary Joyce Pemberton, City Attorney Joseph Chandler, Mr. Jeremy Curtoys, and Mr. C. H. Maguire, Jr. were also present. ITEM I: APPROVE MINUTES Councilman Ferguson moved that the minutes of the council meetings held on June 1st, 14th, and 17th, 1982 be approved as written. The motion carried by the following vote: AYES: All members present NOES: None ITEM II: CONSIDER RECOMMENDATIONS FROM PLANNING & ZONING COMMISSION. A. Proposed Rezoning: Mayor Cummings, with the consent of the Council, set Tuesday, August 3, 1982 at 7:00 p.m. at City Hall, as the date, time, and place of a public hearing to consider rezoning from R -1 to B -1 the following property: 1. Lot lb -1, Block 140, City Addition. 2. Lots 4,5,6,10,22,23, Block 145, City Addition. as recommended by the Planning & Zoning Commission. B. Proposed Traffic Study: Mr. Jeremy Curtoys, chairman of the Planning & Zoning Commission, advised the Council that it was a unanimous recommendation from the P & Z Commission that the City Council employ an "expert" traffic engineering firm to do a traffic study for the city. Mr. C. H. Maguire, Jr., a member of the P & Z Commission, presented his opinions supporting the Commission's recommendation for a traffic study by a very competent traffic engineering firm. Mayor Cummings voiced his and the Council's concern for the traffic congestion in the downtown area and will certainly be working toward some alternatives and /or solutions. He directed the City Administrator to get some names of reputable traffic engineering firms for council considerations. ITEM III: CONSIDER AMENDED RESOLUTION FOR PALUXY WATER RIGHTS APPLICATION. Mayor Cummings reminded the Council of previous actions regarding the Paluxy Water Rights applications and resolutions. RESOLUTION WHEREAS, the City of Stephenville has determined that existing groundwater supplies will not be adequate to meet future needs; WHEREAS, the City of Stephenville has made a joint application for a permit for water rights from the Paluxy River with the City of Granbury, the City of Glen Rose, and Hood and Somervell Counties; WHEREAS, the parties to the that the application should be f of Stephenville on behalf of and the parties to wit: The City of Granbury, the City of Glen Rose, Counties; and, application have agreed fled in the name of the City for the benefit of all of Stephenville, the City of and Hood and Somervell WHEREAS, the parties to the application have agreed that should a permit be granted pursuant to the application, the water so appropriated will be allocated among and between the parties as follows: City of Stephenville 4116 acre -feet per annum City of Granbury 2160 acre -feet per annum City of Glen Rose 816 acre -feet per annum Hood County 5046 acre -feet per annum Somervell County 816 acre -feet per annum NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Stephenville, Texas, that: (1) the City of Stephenville will apply for a water permit to appropriate public water from the Paluxy River on its own behalf and on behalf of and for the benefit of the City of Granbury, the City of Glen Rose, Hood County, and Somervell County. (2) the City Administrator is hereby authorized and directed on behalf of the City of Stephenville to file the aforesaid amended application with the Texas Water Commission seeking a permit to build a dam on the Paluxy River and to appropriate water from the reservoir thereby created, to appear and arrange for appearances of persons representing the applicants at the hearings on the application, and to otherwise direct the prosecution of the application on behalf of the City of Stephenville, the City of Granbury, the City of Glen Rose, and Hood and Somervell Counties. 2 PASSED, ADOPTED, AND APPROVED THIS ZaJJ_ DAY OF 1982. Jo Cummin s, Mayor ATTEST: �J 7 secretary — J 207 After some discussion, Councilman Swindle moved that the resolution for the Paluxy Water Rights application be amended to include the City of Granbury, the City of Glen Rose, Hood County, and Somervell County as well as the City of Stephenville. Councilman Riggins made the second. The motion carried by the following vote: AYES: All members present NOES: None Entire Resolution included in minutes. Mayor Cummings, with the consent of the Council, set Tuesday, July 13, 1982 at 3:00 p.m. in Council Chambers at City Hall as the date, time and place for the Council to begin budget workshops.
