A special meeting of the City Council of the City of Stephenville, `.Texas was called to`order,by the!M_aycr,_with the -' foll6vc in `imembets resent - - -- __ Jt C8 I, a_5Vi Mayor Joe F. Cummings Charles Riggins Floyd Gordon James L. McSwain John E. Pollan David. Clayton William G. Brede and with the following members absent: G. A. Swindle and Ray Reynolds. City Administrator Kurt J.- ACkermann, City Secretary Joyce Pemberton, Director of Finance Charlene Young, Director of Utilities Danny Johnson, Tony Plumlee, Rick Thompson, Carroll Lee, and members of the press were present. FOR AWARD BIDS RECEIVED FOR PHASE I - Mr. Tony Plumlee with Willis Environmental Engineering, the city's consultant engineers, presented the bids for the Waterworks Improvement Program. Mr, Plumlee advised that after tabulating the bids, checking references, etc. it was his recom- mendation to accept the .low bid from R. T. Swilley Construction Co. of Whitney,,.Texas.. After discussion, Councilman Pollan moved that the City Council accept the low bid of $383,427.27 from R. T. Swilley Construction Co., Box 96, Whitney, Texas, for the construction work on Phase I of the Waterworks Improvement Program for the City of Stephenville. Councilman Gordon seconded the motion. The motion carried by the following vote: AYES: All members present voted aye. NOES: None II RECEIVED, FOR VARIOUS ATERIALS. Director of Utilities Danny Johnson presented the bids received for the various waterworks maintenance materials. After some discussion, Councilman Riggins moved acceptance of the low bid of $9,930.00 from Trans -Tex Co. on bid #2230 for various materials. Councilman Brede seconded the motion. The motion carried by the following vote: AYES: All members present voted aye_ NOES: None After some discussion, Councilman Clayton moved that items 1, 2, and 3, Bid #2231 from Trans -Tex be accepted. Councilman Gordon seconded the motion. The motion carried by the following vote: AYES: All members present voted aye. NOES: None 1 After some discussion, Councilman Brede moved acceptance of the low bid of $1,339.20 from The Rohan Co. for copper tubing. Councilman Pollan seconded the motion. The motion carried by the following vote: AYES: All members present voted aye. _ NOES: None Councilman Brede, reporting for the committee, advised the Council that the committee had met several times and, to the best of their ability, had investigated Northland Communications as to their financial responsibility and their service in other areas. After considerable discussion, Councilman Brede moved that the City Council of the City of Stephenville approve the transfer of the cable television franchise from Warner Amex to Northland Communications as requested by Warner Amex. Councilman Riggins seconded the motion. The motion carried by the following vote: AYES: Councilmen Brede, Pollan, Clayton, McSwain, Riggins, and Mayor Cummings.
