OF THE
CITY OF STEPHENVILLE, TEXAS, HELD ON
THURSDAY,.APRIL 14, 1983 - 1:30 P.M.
A special meeting of the City Council of the City of Stephenville was called
to order by the Mayor with the following members present:
Mayor Joe F. Cummings
Councilmen: G.A. Swindle
William G. Brede
James Mc Swain
and with the following members absent: David Clayton.
Councilmen; Charles Riggins
John Pollan
Floyd Gordon
Ray Reynolds
City Administrator Kurt J. Ackernann, City Secretary Joyce Pemberton, Director of
Finance Charlene Young, Director of Public Works R,Y. Gann, Building Inspector Hardy
Lockhart, and Pat Wilson were also present.
ITEM I: REVLR1 PLANS OF PROPOSED BOSQUE RIVER CENTER AND APARTMENTS TO BE
LOCATED ON W. WASHINGTON ST_
Mr. Pat Wilson, Co -owner of the proposed Bosque River Center and Apartments,
addressed the Council regarding the water and sewer facilities to proposed center and
apartments.
Mr. Wilson advised the Council that (referring to the proposed plans of the Bosque
River Center) they are proposing to run the water and sewer lines around the east side
of their property line and dawn the south side of the property line where the shopping
center is going and back up on the west side of.the shopping center. The proposed lines
well be 8" water lines and 10" sewer lines all the way around. They plan to loop the
water line around the shopping center (the front, dawn the west side, down the south side,
and down the east side) with the 8" water line. The 10" sewer line would come to the
easterly boundary line, dawn the south and about half way back up to catch the Wal -Mart
and Bealls building on the west side.
Ms. Wilson further stated that they wanted to put these city water and sewer lines
in and dedicate the existing lines to the City and get the city to accept the drawings
and lines as we have then (on the plat). The City to reimburse them for oversize pipe.
That is their proposal.
He said they would run a 12" water line across to the west boundary line of their
property. The City has advised they need to run a 12" sewer line to the west boundary
line also. They can't see that the 12" sewer line is needed as there is no one to tie
onto the sewer line anytime soon. It would cost approximately $18,000.00 to lay the
12" sewer line. But if the city is adamant about than putting it in they'll just have
to put it in.
Mr. Wilson advised the Council that they would like for the apartments to remain
outside the city limits until they get it built and have 6 - 8 month operation before
requesting annexation.
Mr. Wilson advised that once they have the utilities installed, they want to dedicate
them to the city. The city would then awn them and maintain them as is done in all
subdivisions.
Mayor Cunnings commented that he did not see what the problem was if they were
willing to install the 12" sewer line across the front and install all utilities to
city specifications.
Councilman Swindle pointed out that the reason for requiring Mr. Wilson to run.
the 12" line across the front of the property is so that in the future if someone wanted
to develop the property behind theirs they could tie into this and continue development.
Mr. Wilson commented that now, after talking with Mr. Ackermann 'and Mr. Gann, he
could better understand the requirement for the 12" line and he is willing to go ahead
with the installation of the 12" sewer line and stop it on the west side. Also install
their 10" and 8" water lines and dedicate the necessary land for an easement and dedicate
the existing utilities to the city.
Mr. Wilson advised the Council that he has a 50' easement of roadway (shown on plat)
that he would like to dedicate to the city also. He said this roadway will run the length
of the shopping center and will be built to specifications exceeding the city's requirements.

Mr. Wilson advised that he was planning to construct a 96 unit apartment complex
immediately outside the city limits. He had talked with Mr. Gann who had advised him
that, as far as he knew, there would be no problems obtaining city water for said complex.
Also that, in the future, he would request annexation into the city, but would like 6
months to a year operation before annexation and city taxes in order to recoup some of
his expenses.
Mr. Gann asked for clarification on who would maintain the pump and pay electric
bills on the pump to be installed to maintain water pressure in this area.
Mr. Wilson explained that the cost to install this pLm p and pump house estimated
at $20,000.00. They would want to maintain and pay the electric bills because when the
city gets the elevated storage tank the pimp would not be needed and they could then
take the pump out and use it somewhere else.
Mr. Wilson also explained that Wal -Mart required future expansion space.
After discussion, Councilman Swindle moved that the City Council accept the plans
for the shopping center as presented today, namely, that the water and sewer be extended
across the front, that the easement be granted all the way around, and that the road for
public access be dedicated on the west side. Councilman Pollan seconded the motion.
The motion carried by the following vote:
AYES: All members present voted aye.
NOES: None.
Councilman Reynolds moved that the Bosque River Apartments will request annexation
into the city limits one (1) year from this date. Councilman Swindle seconded the motion.
The motion carried by the following vote:
AYES: All members present voted aye.
NOES: None.
ITEM II: MAYOR'S REPORT REGARDING WATER WELL PROPOSAL,
Mayor Cummings reported that it had been suggested the city get a proposal for the
drilling of a water well from a local well driller. He had hoped to have the proposal at
this time, but that, after talking with Mr. Gann, the local driller is not ready to make
a proposal because he wants to hire another driller before he makes a proposal.
There being no other business to come before the Council, the meeting adjourned
at 1:35 P.M.
