A special meeting of the City Council of the City of Stephenville, Texas, was called to order by the Mayor Pro Tan with the following mambers present: Mayor Pro Tem: Larry Hammett Mambers: Bob Self Wm. G. "Bill" Brede James L. "Jim" McSwain Larry Tatum and with the following members absent: Allen Horne, G. A. Swindle, and Ray Reynolds. Others attending were: Kurt Ackermann, City Adninistrator Joyce Pemberton, City Secretary Joseph Chandler, City Attorney Danny Johnson, Director of Public Works Betty Chew, Planning & Inspections Coord. Billy Hassler, Planning & Zoning Commission Virginia Dorris, Planning & Zoning Commission Chas.Castleberry,Planning & Zoning Commission Bill Trogdon, Planning & Zoning Commission Helen Martin, Planning & Zoning Ca mission Les Gandy, Board of Adjustment Alan Nix, Board of Adjustment Bob Fain Board of Adjustment James E. Young, Board of Adjustment Mayor Pro Tan Larry Hammett advised that this meeting was for more discussion of the Sign Regulation Ordinance between the City Council, city staff, the P & Z Cammission, and the Board of Adjustment to see if an ordinance everyone could support could be salvaged from the present ordinance. The City Staff presented the following items for discussion: ITEM I: THE ORDINANCE MANS NO PROVISIONS FOR PERMITTING OF TEMPORARY SIGNS SUCH AS. A. Garage Sales: It was the consensus that signs advertising the garage sales on utility poles, etc. could be eliminated by more communications through the newspaper, radio, and by putting more information on the permits. B. Portable Outdoor Advertising Si ns Fbr Special Sales Etc.: This iten was assigned to Committee for further study. C. Political Campaign Signs: 1. Prohibition on R.O.W. 2. Time period 3. Size & height 4. Posting on other party's property. - 382 - It was the consensus that political campaign signs could be controlled by inserting a time limit of putting than up 60 days prior to the election and taking than down 10 days after the election with no permit required and no fee. ITEM II. WOULD MORE THAN CIE FREE STANDING SIGN BE PEWISSABLE FOR: A. Auto Service & Sales B. Service Stations C. Lots with multiple frontages This item was assigned to Committee for further study. ITEM III. PRE- EXISTING /NON CONFORMING SIGNS: A. How To Bring Into Conformance? B. What Constitutes Alteration? C. Registration? D. Impact of H.B. 1330? OR PROHIBIT A. Cigarettes B. "Mechanic on Duty" SING SIGNS OR THE C. Products or Services Available This itEm was assigned to Committee to be discussed along with Itan II. ITEM V. ROOF SIGNS: ORDINANCE MAKES NO PROVISIONS. DD WE WANT ONE? This item was assigned to Committee. ITEM VI. PAGE 65, SEC. III. (A). DELETE "portable ": It was the consensus to delete the word "portable" from the present ordinance. ITEM VII. NEED DEFINITION OF AN "advertising vehicle" (Ref SEC III (A) AND V.) It was the consensus that this iten could be controlled with the Solicitors/Vendors Ordinance. ITEM VIII. FLAGS: A. Ref. Secs. III.(C). and XV B. Ex: P.F. & E. a /k /a Kwik Stop (US 377 & EM 988) This item was assigned to Committee for more work and study. ITEM IX. PAGE 66, SEC. III.(F). ADD "Portable ". This item was assigned to Committee. ITEM X. PAGE 66, SEC. IV,(A.) DEFINITION NEEDED FOR "abandoned ". It was the consensus to that if an "abandoned" sign is a danger or hazard it should be renoved otherwise leave as is. It is the property of the owner of the property. ITEM XI. PAGE 68, R -3, SEC. VIII: - 383 - A. Sec. VIII.(C.) Change "the" to "any" property line It was the consensus to leave present ordinance as is. B. Sec. VIII.(D.) What constitues "informational type signs "? "Informational type signs" should be listed under definitions. C. Sec. VIII.(E.) Change "all" to "wall" and insert "beyond" This iten was assigned to Committee. D. Sec. VIII.(F_) Intent to require.all signs except info. signs to show "address "? It was the consensus that "Name and /or Address" be included with one free - standing sign. E. Sec. VIII.(F.) Bulb wattage need to be specified? It was the consensus that the "bulb wattage" does not need to be specified. ITEM XII. PAGE 68, B-1, SEC. IX: A. Sec. IX.(A). Are "auxiliary" and "informational" signs the same? ( "auxiliary" sign may need definition if it is other than directional). B. Sec.IX.(B). Does the ordinance allow such signs as "full service ", gas prices, other advertising? This item was assigned to Committee. ITEM XIII. REGARDING B-2, B-3, B-4, and I DISTRICTS: SEE CC144UM FOR B-1 DISTRICT. This item was assigned to committee. XIV. B-3, B-4, AND I Oa4M RCIAL BUILDINGS ARE This item was assigned to Cammittee. IN THE "I" DISTRICT It was the consensus that these signs be handled the same as "abandoned signs Mayor Pro Ten Larry Hammett appointed Larry Tatman, Chairman, Bob Self, and Jim McSwain as the Ccmnittee to work with the Planning & Zoning Commission to present recommendations to the P & Z Camnission and City Council that both can feel com- fortable with and that the Board of Adjustment can enforce with the support of the Council and P &- Z Crnmission. Mayor Pro Ten Hammett suggested the above appointed committee meet with the Planning & Zoning Commission on March 26, 1987 for discussion of the items assigned.to the committee. Self was duly elected to City Council, Place 1; Maxine Dameron was duly elected to City Council, Place 3; James L. McSwain was duly elected to City Council, Place 5; Allen Horne was duly elected to City Council, Place 7. Said above -named parties are hereby declared duly elected to said respective offices, subject to the taking of their oaths of office as provided by the laws of the State of Texas and the Charter of the City of Stephenville, Texas.
