HomeMy WebLinkAbout1987-02-16 - Special City CouncilMINUTES OF THE CITY COUNCIL OF THE CITY OF STEPHENVILLE, HELD ON MONDAY, FEBRUARY 16, 1987 - 5:00 P.M. ITEM I: CALL TO ORDER. A special meeting of the City Council of the City of Stephenville, Texas, was called to order by Mayor Pro Tem Larry Hammett with the following members present: Mayor Pro Tem: Larry Hammett Members: Bob Self Ray Reynolds Wm. G. (Bill) Brede Larry Tatum Allen Horne and with the following members absent: G. A. "Pinkie" Swindle and James L. "Jim" McSwain. Others attending were: City Administrator Kurt Ackermann, City Secretary Joyce Pemberton, Director of Public Works Danny Johnson, Planning & Inspections Coordinator Betty Chew; members of the Planning & Zoning Commission, Charles Castleberry, Barbara Terrell, David Tomlinson, Jerry Singleton, Helen Martin, Bill Trogdon; members of the Board of Adjustment, Bob Fain, James E. Young, and Maxine Dameron. ITEM II: AUTHORIZE BIDS FOR HARBIN DRIVE PROPERTY. Councilman Allen Horne stated he believed a minimum bid should be set for the sale of the property on Harbin Drive, otherwise it will like the last time when we had to reject all bids and sooner or later people will quit bidding on the property. City Administrator Kurt Ackermann advised that it had been determined that $250,000 was the amount needed for the City to break even on the costs involved developing this property. Councilman Bill Brede said he thought a minimum bid should be put on each lot. Should put this into committee and let them figure the squire footage of each lot and set a minimum dollar figure per square foot and bring it to the Council for a vote. Mayor Pro Tem Larry Hammett assigned this item to the Planning & Development Committee. He asked the Committee to have a recommendation by the next council meeting. The Committee to set a minimum bid for each lot and have something for the Council at the next meeting. Councilman Bill Brede suggested, in order to save time, the Committee get sane figures ready as soon as possible and have another special council meeting. Mayor Pro Tan Larry Hammett said the ConTrattee would have something ready as soon as possible. ITEM III: W( PLANNING Mayor Pro Ten Larry Hammett, speaking for himself and the Council, said the Council was not trying to rescind the Sign Ordinance. The ordinance has been effect for a while now and maybe there are some areas of it that need to be reconsidered. After a general discussion between the City Council, the Planning & Zoning Commission, and the Board of Adjustment members present, Mayor Pro Tan Larry Hammett called for a "straw vote" for a consensus of what the Council wanted to do. The vote was 3 for enforcing the ordinance as it is; 3 against enforcing the ordinance as it is. - 376 - Mayor Pro Tan Larry Hammett asked the City Council, the P & Z Commission, and the Board of Adjustment to study the ordinance and in about two weeks he would call another meeting to hear and discuss any suggestions for amendments to the present ordinance or if everyone is agreement to enforce the ordinance as it is.
