The City Council of the City of Stephenville, Texas, convened in emergency session on July 6, 1993 at 7:00 p.m., in the Council Chambers at City Hall, 354 N. Belknap, with the meeting being open to the public and notice of said meeting, giving the date, time, place and subject thereof, having been posted as prescribed by Article 6252 -17, Section 3A, V.T.C.S., with the following members present, to wit: Mayor: Lavinia Lohrmann Mayor Pro Tem: Scott Evans Councilmembers: Alan Nix Sam Taylor II William F. (Bill) Johnson Bill Bailey Absent: Don Zelman and John Wooley Others Attending: Don Davis, City Administrator Joyce Pemberton, City Secretary Randy Thomas, City Attorney I. CALL TO ORDER: Mayor Lohrmann stated that the regular July meeting of the City Council will not be held tonight because the meeting was not posted as required. This is an emergency meeting to consider only one item on the planned agenda and that is the Issuance of Utility Revenue Bonds and the approval of an ordinance authorizing the issuance of such bonds. The Texas Open Meetings Law provides for emergency meetings and the City Attorney opinions this situation to fall within the guidelines of an emergency meeting. Had we not made these decisions tonight, we would have been required to readvertise the notice of the hearing and lose several weeks of time. The EPA schedule does not allow for such possible delays. I'm now calling this emergency meeting of the Council to order. Boyd London, representing First Southwest Company, the City's financial advisors, presented the Council with a comparative analysis of $7,680,000 Series 1993 -B, Utility System Revenue Bonds. Mr. London explained the analysis and answered some questions from the Council pertaining to the bonds. - 50 - II. PUBLIC HEARINGS. A. Mayor Lohrmann opened the floor for a public hearing to consider the Issuance of Utility System Revenue Bonds. Those in Favor of Issuing Bonds: None Those Opposed to Issuing Bonds: None There being no one wishing to address this item, Mayor Lohrmann closed the public hearing. B. Councilman Scott Evans made the motion, seconded by Councilman Bill Johnson, to pass and adopt ORDINANCE NO. 1993 -20 AUTHORIZING ISSUANCE OF UTILITY SYSTEM REVENUE BONDS. The motion carried UNANIMOUSLY.
