The City Council of the City of Stephenville, Texas, convened on August 16, 2011, at 5:30 p.m., in
Council Chambers at City Hall, 298 West Washington Street, for the purpose of a Special Council
Meeting, with the meeting being open to the public and notice of said meeting, giving the date,
time, place and subject thereof, having been posted as prescribed by Chapter 551, Government
Code, Vernon's Texas Codes Annotated, with the following members present, to wit:

Call to Order. The meeting of the Stephenville City Council was called to order at 5:30 p.m.
on Tuesday, August 16, 2011 by Mayor Pro -Tem Malcolm Cross.
II. Public Hearing on the Budget for Fiscal Year 2011 -12

Michael Boucher stated that he is a business owner in Stephenville. Boucher said that as an
accountant and in light of the economic situations that exist, he urged the council to "look
at the budget seriously' and take all things into consideration. He encouraged the council to
"go into the budget in great detail and make sure thatwe're notjust spending moneyjust to
spend money."

III. Consider the Time, Date and Place of a Public Hearing on the Tax Rate for 2011
MOTION by Alan Nash, second by Russ McDanel, to set a public hearing on a tax rate of
$0.4600 for $100 per taxable value with the addition of the revised increase rate, but I
would propose that we maintain the operational tax rate as it was last year, adjust the debt

service tax rate to meet our obligations as was set out on page 237 of our budget packet; I
would propose that we have a hearing on a tax rate of $0.4015 of operational tax
rate /general fund and a proposed tax rate of $0.0670 for the debt service tax rate, and set
that hearing in accordance with the proposed notice on page 8 of our packet.

Noes: Joe Cude, Alan Nix, Martha Taylor, Scott Evans, and Mayor Pro -Tem Malcolm Cross.
MOTION by Alan Nix, second by Joe Cude, to adopt the Notice of Public Hearing on Tax
Increase, as it appears on page 8 of the agenda packet, proposing a tax rate of $0.4850 with
the public hearings to be held on September 6, 2011 and September 13, 2011.
