MINUTES OF SPECIAL MEETING
City of Stephenville - City Council
TUESDAY, APRIL 30, 1996 - 5:30 P.M.
The City Council of the City of Stephenville, Texas, convened in special session on April 30,
1996, at 5:30 p.m., in the Council Chambers at City Hall, 354 N. Belknap Street, with the meeting
being open to the public and notice of said meeting, giving the date, time, place and subject
thereof, having been posted as prescribed by Chapter 551, Government Code, Vernon's Texas
Codes Annotated, with the following members present, to wit:
Mayor : Lavinia Lohrmann
Councilmembers: Jim McCray
Barbara Terrell
Joel Hillin
Darrell W. Brown
Scott Evans
John Pollan
Billy Bob Hodges
Others Attending : Don Davis, City Administrator
Cindy L. Stafford, City Secretary
Randy Thomas, City Attorney
I. CALL TO ORDER.
Mayor Lohrmann called the meeting to order at 5:30 p.m. and declared a quorum
present.
II. CHRIS HARTUNG--SETTING GOALS AND OBJECTIVES FOR THE
EVALUATION PROGRAM
Chris Hartung addressed the Council and explained the procedure for achieving the
specific purpose for this meeting. This purpose is to establish a ?Vision
Statement? which identifies the City?s organizational goals.
He gave the Council an overview of the entire evaluation process. The original
objective is to determine how to improve the City?s performance appraisal system.
He explained that essentially, performance appraisal is an organization?s way to
communicate to employees what is expected. The organization then sets up a
way to monitor that performance, then gives the employees feedback on a regular

basis. By setting organizational goals, employees are given a clear definition of
what their job is aside from the regular job description.
He explained the process as follows:
Vision
is the province of the City Council. This group is responsible for
establishing the long-range view of the organization.
Mission
is tied to vision. It answers the questions, ?Why do we exist??. It will
be determined through the process if the present Mission Statement still meets the
needs of the City. Mission begins to focus in and establish the boundaries for the
actual organization of the City.
Purpose
is devoted to the departments within the City. A purpose statement
will be developed to achieve the overall mission. In addition to the primary
question, ?Why do we exist??, it also asks five more specific questions, which are
1) Who are we? 2) What do we do? 3) Who are our customers? 4) In what
manner do we provide the services? 5) To what end result? (Why are we doing
this?).
Goals
Perfomance measure are then developed which lead to that feed into the
performance appraisal process.
Hartung then proposed an exercise for the Council in order to devise a Vision
Statement. Each councilmember was given the following assignment: ?Assume
that it?s the year 2010. A visiting group of dignitaries has come to this
community from all across the United States. Each councilmember will be a tour
guide for this group. What do you want to be able to tell them about the City of
Stephenville??
The statements written by the councilmembers are as follows:
McCray: ?One of the safest communities in the state.? ?Recreational facilities to
compensate the community and local areas.?
Terrell: ?A city with development which follows a comprehensive, long-range
plan.? ?Well-trained and adequately compensated and valued staff and
employees.?
Brown: ?Parks are very well managed with a variety of programs for all ages and
interests.? ?The City has the updated equipment and technology to handle the
day-to-day operations and emergency situations.?
Hillin: ?Streets that are adequately updated to handle rush-hour traffic with very
few hazards and the ability to convey people in a safe manner to employment and

homes.? ?Adequate supply of water for industrial and home use.?
Lohrmann: ?I will be happy to say that we no longer contract out our garbage
disposal, but we have a wonderful system of recylcing and composting; we teach
reduction of both water use and garbage.? ?Police and Fire Departments have
instigated innovative preventive programs.?
Evans: ?Sound financial condition.?
Pollan: ?Housing and industry for a strong tax base.? ?Public education facilities
to meet the needs of our youth.? ?An ultra-modern community civic center for
the benefit of conventions and senior citizens.?
Hodges: ?The City welcomes industrial and economic development.? ?Fire and
police departments are well-trained.?
Corbin: ?Strong city management.? ?Good place to live and raise a family.?
From the above statements, the Council devised the following Vision Statement:
?A community that makes good use of resources to maintain its
heritage and develop a progressive outlook for the future.?
III. ADJOURN
There being no other business to come before the Council at this time, Mayor
Lohrmann adjourned the meeting at 6:54 p.m.
