February 3, 1942.
The City 06"cil of the City of Stephenville, Texas, met in
regular session on February 3, 1942, with Mayor J. W. Clements
presiding, and the following aldermen present: L. Riggins, Dan
Lane, Chas. Neblett Jr., Dan Goodgame, Fred McCleskey, Doyle ythitj,
and C. A. McDonald.
Minutes of previous meetings were read and approved.
It was moved by L. Riggins, seconded by Doyle White, that M
W. F. Turner's Audit Report of the City of Stephenville for the
year 1940-1941 be accepted and approved. Motion carried.
It was moved by Dan Goodgame, seconded by Dan Lane, that thel
City accept and approve the Delineuent Tax Record, years from
1921 to 1940 inclusive, as prepared by Mr. W. F. Turner. Motion
carried.
Mr. Chas. Long, owner of the Long Hotel, came before the
Council-with'a letter of complaint that his customers not being
able to sleep on account of juke boxes and loud radios. This
matter was referred to the Law and Order Committee.
It was moved by Dan Lane, seconded by L. Riggins, that the
Mayor order an election to be held on April 7, 1942, for the
purpose of electing a Mayor and five aldermen ( one alderman fr
each Ward, and the unexpired term of one year of Mr. T. T. Oliv
The motion was carried.
It was moved by Chas. Neblett Jr., seconded by L. Riggins,
that the City Council instruct the City Attorney, Joseph A. Chm
dler, to collect on all delinquent taxable property as shown by
the Delinquent Tax Record. Motion carried.
Messrs. L. W. Phillips, Claude W. Bryant, Ellis Hill, and
Jack Price, Chamber of Commerce Committee, appeared before the
Council asking the City to install maskers with the name of the
street at each intersection and that the houses be numbered for
the purpose of getting free mail delivery in the town. This
matter was referred to the Street Committee.
Messrs. L. G. Rich, R. E. Martin, Sam Hanover, Fred Wolfe,
and E. R. Moon, American Legion Committee, came before the Coun-
cil asking that the City complete the Community Center Building
or the American Legion Hall, and to clear up some accounts around
town. Mr. Richts estimate showed that it would take about $2000.
At this time Mayor Clements det&llnAd from the chair and asked Mr.
Riggins, Mayor Pro-Tem, to take charge. After discussion, no
conclusion was arrived at, and Mayor Clements was asked to take
the chair.
It was moved by C. A. McDonald, seconded by Dan Lane, that
Buster White go on night patrol duty and that Frank Henson stay
on day duty, with 0. B. Sageser as relief policeman. Motion
carried.
It was moved by Doyle White, seconded by Dan Lane, that the
City make one hour parking limit on Vvashington Street, one block
east and one block west of square. Motion carried.
It was moved by Dan Goodgame, seconded by C. A. McDonald, that
Percy Anderson, Water Works superintendent, and the Southwest Gas
Company of Stephenville, outline an ordinance for uniform piping
of the houses in the City. The motion was carried.
Bills and accounts were read and on motion by C. A. McDonald,
seconded by L. Higgins, were allowed and ordered paid.

There being no further business, the Council stood adjourned ;
in an adjourned regular meeting, subject to the Mayor's call.
