HomeMy WebLinkAbout1992-O-12 - Street ImprovementsORDINANCE NO. 1992-12 CALLING A BOND ELECTION FOR $750,000 FOR STREET IMPROVEMENTS THE STATE OF TEXAS COUNTY OF ERATH CITY OF STEPHENVILLE WHEREAS, this City Council deems it advisable to call an election hereinafter ordered; and F WHEREAS, it is hereby officially found and determined that said meeting was open to the public, and public notice of the time, place and purpose of said meeting was given, all as required by Vernon's Ann. Civ. St. Article 6252-17. THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF STEPHENVILLE, TEXAS: That an election shall be held between the hours of 7:00 A.M. and 7:00 P.M. on August 8, 1992, in said City, at the following designated polling place: City Recreation Building 358 W. Long Stephenville, Texas Said District shall constitute a single election precinct for said election, and the following election officers are here- by appointed to hold said election. Presiding Judge: Louise Skipper Alternate Presiding Judge Gloria Taylor 2. That the Presiding Judge shall appoint not less than two qualified election clerks to serve and assist in conducting said election; providing that if the Presiding Judge actually serves as expected, the Alternate Presiding Judge shall be one of the clerks. 3. That early voting shall be conducted by personal appearance and by mail at the City Hall, Council Chambers, 354 N. Belknap Street, Stephenville, Texas 76401, and during that period early voting is required or permitted by law, being July 19, 1992 through August 4, 1992, the hours designated for early voting by personal appearance shall be from 8:30 A.M. to 5:00 P.M. on each day except Saturdays, Sundays and legal state holidays; and the early voting clerk shall keep said early voting place open during such hours for early voting by per- sonal appearance. The early voting clerk for said election shall be Joyce Pemberton. 4. That an early ballot board is hereby created to process early voting results, and Louise Skipper is hereby appointed the presiding judge of said board. The presiding judge shall appoint at least two other members of the board. 5. That all resident, qualified electors of said City shall be entitled to vote at said election. 1 6. That notice of such election shall be given by posting a sub- stantial copy of this Ordinance at four public places in said City, one of which shall be at the City Hall door, not less than 15 days prior to the date set for said election; and a substantial copy of this Ordinance also shall be published on the same day in each of two successive weeks in a newspaper of general circulation published in said City, the date of the first publication to be not more than 30 days nor less than 14 days prior to the date set for said election. 7. That at said election the following PROPOSITION shall be submitted in accordance with law: PROPOSITION Shall the City Council of the City of Stephenville, Texas, be authorized to issue the bonds of said City, in one or more series or issues, in the aggregate principal amount of $750,000, with the bonds of each such series or issues, respectively, to mature serially within not to exceed forty years from their date, and to be sold at such prices and bear interest at such rates, as shall be determined within the discretion of the City Council, in accordance with law at the time of issuance, for the purpose of constructing permanent improvements for the City, to wit: street improvements; and shall said City Council be authorized to levy and cause to be assessed and collected annual ad valorem taxes on all taxable property in said City in an amount sufficient to pay the annual interest on said bonds and provide a sinking fund to pay said bonds at maturity?
