City of Stephenville - City Council
Thursday, February 26, 2015, 5:30 P.M.
The City Council of the City of Stephenville, Texas, convened on February 26, 2015, at 5:30 p.m.,
in the Council Chambers at City Hall, 298 West Washington Street, for the purpose of a Regular Business
Meeting, with the meeting being open to the public and notice of said meeting, giving the date, time,
place and subject thereof, having been posted as prescribed by Chapter 551, Government Code,
Vernon's Texas Codes Annotated, with the following members present, to wit:

I. Call to Order. The meeting of the Stephenville City Council was called to order at 5:35
p.m. on Thursday, February 26, 2015, by Mayor Weldon.
Mayor Weldon introduced representatives from those entities participating in the
economic development effort as follows:
Commissioner Joe Brown, Erath County
Commissioner Scot Jackson, Erath County
Dr. Kerry Schindler, Ranger College
Dr. Barbara Nemecek, Tarleton State University
Willy DeJong, Stephenville Economic Development Corporation
Steve Patterson, Stephenville Chamber of Commerce Board Member
Greg Hubbard, Stephenville Chamber of Commerce Board Member
Weldon emphasized that an economic development plan "is a document and an effort
that allows us to bring focus to a use of resources in our community and allows us to get
on the same page with policies and projects. It will create an overall positive effect on
Stephenville's economy. There is no doubt in my mind about that." He added that it will
help make city government more effective. It will also provide a more efficient use of
taxpayers' dollars. It will build a vision and will help build consensus and most
importantly, it will develop and mature partnerships across our community. This is
about us working as a team.

A. Chabin Concepts
B. Avalanche Consulting
C. Angelou Economics
D. Mundo & Associates
Presentations were made by Chabin Concepts, Angelou Economics, and Mundo &
Associates. Avalanche Consulting withdrew from consideration.
MOTION by Jerry Warren, second by Russ McDanel, to select Chabin Concepts as the
firm to conduct the economic development strategic plan. MOTION CARRIED by
unanimous vote.
III. Adjourn
MOTION by Russ McDanel, second by Alan Nix, to adjourn the meeting. MOTION
CARRIED at 7:52 p.m.
