The City Council of the City of Stephenville, Texas, convened on February 3, 2015, at 5:30 p.m., in the Council Chambers at City Hall, 298 West Washington Street, for the purpose of a Regular Business Meeting, with the meeting being open to the public and notice of said meeting, giving the date, time, place and subject thereof, having been posted as prescribed by Chapter 551, Government Code, Vernon's Texas Codes Annotated, with the following members present, to wit: Mayor Mayor Pro-Tem Council members Jerry K. Bridges, City Administrator Randy Thomas, City Attorney Cindy L. Stafford, City Secretary Call to Order. The meeting of the Stephenville City Council was called to order at 5:30 p.m. on Tuesday, February 3, 2015, by Mayor Weldon. Weldon recognized Fire Chief Jimmy Chew who was recently voted to serve as President of the Texas Fire Chiefs' Association for 2015. Weldon thanked Chief Chew for all he does in his profession and for our community. II. Citizens' General Discussion Fredie Goble, 413 Bluebonnet, Stephenville, TX, asked the council to consider adding an invocation to the beginning of the council agenda. III. Presentation of the 9-1-1 Professional Award to Kristi Metsgar by Kelly Williams and Jason Smith, 9-1-1 Operations Specialists, North Central Texas Council of Governments Kelly Williams stated that the North Central Texas Council of Governments has jurisdiction over approximately 550 telecommunicators/dispatchers. The NCTCOG recently recognized Kristi Metsgar from the fourteen counties which make up the COG. Metsgar has worked as a dispatcher for the City of Stephenville since 2008 and was nominated by Lt. Robbie Rudder for the 9-1-1 Professional Award. Regular Business Meeting February 3, 2015 Stephenville City Council IV. Presentation from Tarleton State University for the 17th Annual Tarleton Round Up on March 21, 2015 Patrick Smith said that Tarleton students are looking forward to helping residents of Stephenville again this year. Smith reported that last year they had hoped to get 952 volunteers but fell short. He explained that 952 is the number of miles that John Tarleton walked from Tennessee to Texas. This year they hope to have 1,000 volunteers, and he encouraged anyone who is interested to come out on Saturday, March 21. V. COMMUNITY SERVICES COMMITTEE REPORT —Meeting with Representatives of Leadership Stephenville regarding Strategic and Financial Plan for Multi -Purpose Facility Brady Pendleton, Chairman, introduced Brent Graves and Gary Suit who made a presentation on behalf of the Leadership Stephenville class and its action plan for a multi -purpose facility. They recognized other LS 2015 class members who were present at the meeting —Dominic Dottavio, Kenny Weldon, Jason Halsey, Ilda Martinez, and Kerrie Pineda. Suit explained, "The project overview is to unite Stephenville and Erath County with a positive and lasting impact by providing a facility to celebrate where community comes together. Our class mission is to collaborate, advocate, resource, and enable the construction of a multi -purpose facility that builds community relationships in Stephenville for Erath County and beyond. Leadership Stephenville 2015 project overview: We exist to promote and advance the development and construction of a multi -purpose facility center for Stephenville and Erath County area residents in order to enhance the recreational, social, educational and cultural opportunities for the young and the not -so -young." MOTION by Brady Pendleton, second by Alan Nix, to adopt Resolution No. 2015-02. MOTION CARRIED by unanimous vote. VI. Presentation and Consideration of Chamber of Commerce Tourism Budget and Annual Report —July Danley, President, Stephenville Chamber of Commerce July Danley, President/CEO of the Stephenville Chamber of Commerce submitted the tourism budget, which is attached hereto. She introduced members of the Board of Directors who were present—llda Martinez and L. V. Coffee. Danley reported that hotel occupancy tax revenues increased 5% from 2010 to 2011, another 13% in 2012, held steady in 2013, and increased 16%this past year. Last year, over 1,500 visitors came to the Chamber office, and over 5,000 telephone calls were received seeking more information about our town. The chamber staff uses these funds to promote tourism by devoting staff time, energy and resources to servicing the needs and requests of visitors, assisting current events in Regular Business Meeting February 3, 2015 Stephenville City Council improving their success and impact, actively recruiting new events, and communicating with local businesses and hotels to ensure the visitors have a pleasant experience while they are spending time and money in our community. Danley reported that there are 15 major events scheduled for the upcoming year and numerous small ones. MOTION by Alan Nix, second by Russ MCDanel, to accept the Chamber report and approve the Tourism Budget for 2015. MOTION CARRIED. VII. Comprehensive Annual Financial Report —Lewis Crain with Rutledge Crain & Company PC (separate cover) Lewis Crain thanked council for the opportunity to make this presentation. He said that it was a pleasure to conduct Stephenville's audit. Crain reported that the city had a good year and added nearly $3 million to the city's reserves. Crain reported that they found no material weaknesses and no reportable conditions. He commended the council for its guidance and the staff for their work. MOTION by Doug Svien, second by Alan Nix, to receive the audit and refer it to the Finance Committee for further review. MOTION CARRIED. n Vlll. MOTION CARRIED. IX. PLANNING AND ZONING COMMISSION A. PUBLIC HEARING, discussion and action on the request of Thomas Rein, agent for owner, to rezone a 2.206 acre tract of land out of the Wm. Motley Survey, A-515, Erath County, Texas, from R-1 Single -Family Residential District to B-1 Neighborhood Business District, 1300 block of Pecan Hill Drive and consider adopting Ordinance No. 2015-01 This agenda item was removed from the agenda. B. PUBLIC HEARING, discussion and action on the request of Penny T. Elliott, owner, to rezone Lot 2, Block 13 and Lots 1-4, Block 14, South Side Addition, 580 South Lillian Street, from "I" Industrial to R-3 Multi -Family Residential, and consider adopting Ordinance No. 2015-01/02 Mayor Weldon opened a public hearing. Planning and Building Services Director Judy Miller presented this rezoning issue reporting that the Planning and Zoning Commission recommends that zoning be changed to R-3 Multi -Family Residential District. Sneaking in Favor of Rezoning: Rhyne Galley, POB 1847, Stephenville, Texas, said that he will be developing this property. PUBLIC HEARING, discussion and action on the request of Alford Lee and Dora Lena Dupriest, owners, to replat Lot 14, Block 21, Tanglewood Northwest Addition, zoned R-1 Single -Family Residential District, 790 Bluebonnet Street Mayor Weldon opened a public hearing, and Miller advised that the Planning and Zoning Commission recommends approval of this request. Speaking in Favor of the Replat: No one. Speaking in Opposition of Replat: No one. Mayor Weldon closed the public hearing. MOTION by Boyd Waggoner, second by Alan Nix, to approve this replat. PUBLIC HEARING, discussion and action on the request of Timber Ridge Church, owner, to replat Lot 1, Block 15, Clifton Heights Addition, 200 block of Clifton Street, zoned R-2 Duplex Residential District Mayor Weldon opened a public hearing, and Miller advised that the Planning and Zoning Commission recommends approval of this request. PUBLIC HEARING, discussion and action on the request of SAI ARYA, LLC, owner, replat of Lot 2-D and 2-C, Block 135, City Addition, 1186 West Washington Street, zoned B-2 Retail/Commercial District Mayor Weldon opened a public hearing, and Miller advised that the Planning and Zoning Commission recommends approval of this request. Discussion of Economic Development Strategy Mayor Weldon reported that recently the city council met with representatives from Tarleton State University, Ranger College, Stephenville Economic Development Corporation, and Stephenville Chamber of Commerce to hear from Jeff Moore concerning economic development plan of action that includes a call for a special election. City Administrator Bridges discussed the need for an economic development strategic plan. He is seeking companies who will submit proposals for developing an economic development strategy and will bring that information to the council for action. XI. Consider Adopting Ordinance No. 2015-_ Ordering a Special Election to be held on Saturday, May 9, 2015 to Submit a Joint Ballot Proposition to the Eligible Voters of the City of Stephenville, Texas, on the Reduction of the Additional Sales Tax for Property Tax Relief by the Rate of One -Eighth (1/8) of One Percent to Adopt the Type B Economic Development Sales and Use Tax at the Rate of One -Eighth (1/8) of One Percent; Designating an Election Day Polling Place within said City; Designating the Early Voting Period and Polling Locations; Establishing Other Procedures for the Conduct of the Election; Providing for the Posting and Publication of Notice; Providing a Severability Clause; and Providing for an Effective Date MOTION by Boyd Waggoner, second by Doug Svien, to adopt Ordinance No. 2015-02. Comments by Council Members Council member Waggoner expressed concern that the council was not given any more notice concerning the hiring of a police chief and a director of Planning and Building Services. Councilmember McDanel asked that the Public Health and Safety Committee discuss possible regulation of LED signs in the city. XV. EXECUTIVE SESSION.
