Call to Order II. Pledge of Allegiance to the United States Flag Pledge of Allegiance to the Texas Flag III. Invocation by Pastor Curt Plaxco, Stephenville Church of the Nazarene IV. Regular Agenda Recognition of Stephenville Police Department Emergency Telecommunicators for North Central Texas Council of Government Awards Telecommunications Officers Kristi Metsgar and Lori Lesnett were nominated by their peers and awarded by the North Central Texas Council of Governments 9-1-1 Supervisor of the Year and 9-1-1 Professional of the Year, respectively. Telecommunications Officers Nicole McKenzie and Deana Poston were nominated for 9-1-1 Team of the Year. 2. Recognition of the SPARD 8U Flag Football State Champions The SPARD 8U Texas won the Texas Amateur Athletics Federation (TAAF) State Tournament title in Burnet, Texas. The 2017 8U Texans roster included Adan Jergins, Austin Hardin, Boston Haley, Bryan Horn, Dane Heller, Hudson Kerr, Hudson Musick, Laighla Myles, Raidan Moody, Rush Reisman, Court Gaylor, and Jace Brooks; Head Coach Kenny Haley and Assistant Coach Chris Reisman. 3. Citizens' General Discussion Patricia Weldon, 1370 Rose Drive, came forward to speak on behalf of the Stephenville Study Club. She gave a brief history of the Study Club and their purchase of the Stephenville Historical Museum. She presented the council with the "Stephenville Historical Interest Map," which provides information on 25 historical locations in Stephenville and Erath County. The information was provided by Dr. Baker and his students at Tarleton State University. These maps will be provided around the community courtesy of the Stephenville Study Club. 4. Tax Collection Report - Jeff Brown, Lineberger Goggan Blair & Sampson, LLC Mr. Brown provided the following information on delinquent tax collections for the period of September 1, 2016 to August 31, 2017. • 953 warning notice letters written in increasing severity of tone to delinquent taxpayers Twenty lawsuits against twenty-five parcels of property seeking the collection of $17,897.15 in delinquent taxes, penalties, and interest • Thirteen lawsuits, concerning eighteen accounts, were dismissed as paid in excess of $10,547.90 • Courtroom judgments have been taken in two lawsuits concerning two accounts which involved more than $1,965.28 • Released a judgment in one case concerning involving more than $369.34, in which all taxes, penalties, interest and court costs have been paid • prosecuted four tax sales involving four tracts of real property, involving more than $19,198.00 in taxes, penalties, interest and attorney's fees • Overall, $57,848.00 has been collected, on behalf of the City of Stephenville, in delinquent taxes, penalty, and interest. Mr. Brown stated that Stephenville and Erath County have an excellent collection rate among the cities that he represents. Moved by Mark McClinton, seconded by Sherry Zachery MOTION to accept the tax report as presented by Jeff Brown. CARRIED by unanimous vote. 5. Hotel Occupancy Tax Revenue Fund Proposal - Jerry K. Weldon, II, Mayor Mayor Weldon proposed ideas to generate discussion regarding policy Regular City Council Meeting-December5, 2017 n n° and procedure for the expenditure of Hotel Occupancy Tax funds to ensure that those funds are spent in compliance with Texas law. A workshop will be scheduled for further discussion. 6 Consider Approval of Resolution No. 2017-R-23 Pertaining to Expenditures of the Hotel Occupancy Tax and Creating an Tourism and Visitors Bureau Moved by Brady Pendleton, seconded by Carla Trussell MOTION to adopt Resolution No. 2017-R-23 as presented. CARRIED. 2. Finance Committee Moved by Doug Svien, seconded by Mark McClinton MOTION to adopt Ordinance No. 2017-0-19 Year End Budget Adjustments. CARRIED. Regular City Council Meeting - December 5, 2017 VI. MONTHLY BUDGET REPORT - Monica Harris, Director of Finance Ms. Harris gave the following updates: For the period ending September 30, 2017: • Property Tax - We received $6K in property taxes in the month of September, resulting in a $64K increase over funds collected through September 30th of last year. The total amount collected for the fiscal year of $5.29 million reflects 98.87% of the total amount budgeted for property taxes this fiscal year, which is $60K below budget due to the FMC amendment. • Sales Tax - We received $476K in sales tax in September, resulting in $152K over the target budget through September 30th. This amount is $1,297 more than last fiscal year. • Revenue (Budgetary comparison) - The target budget for revenue is $27.3 million. We received $27.1 million in revenue, resulting in $201 K under budget. The $1.2 million negative variance for the ongoing Airport Expansion grant is mitigated by additional revenues received in service charges and other income. • Expenditures (Budgetary comparison) - The target budget for expenditures is $29.8 million. We expended $26.8 million, resulting in $3 million under budget, largely due to unspent capital expenditures of $2.1 million. • New Programs - We have spent all but $123 of the $886K budgeted for street improvements as of September 30th. For the period ending October 31, 2017: • Property Tax - We received $254K in property taxes in the month of October, resulting in a $11OK increase over funds collected through October 31 st of last year. We are off to a good start. • Sales Tax - We received $500K in sales tax in October, resulting in $18K over the target budget through October 31 st. This amount is $15K less than October 2016, but $16K more than October 2015. • Revenue (Budgetary comparison) - The target budget for operating revenue is $1.98 million. We received $1.72 million in revenue, resulting in $256K under budget. This is a result of property taxes, which are billed in October and due by January 31 st, and other taxes, which are due quarterly and annually. • Expenditures (Budgetary comparison) - The target budget for operating expenditures is $1.6 million. We expended $1.56 million, resulting in $33K under budget. • Revenue (Prior year comparison) - Operating revenue received last year was $1.6 million as compared to the current year's $1.7 million, resulting in an $87K increase due to property taxes. • Expenditures (Prior year comparison) - Operating expenditures last year were $1.32 million as compared to the current year's $1.56 million, resulting in a $234K increase due largely to paying the liability insurance annually instead of quarterly saving over $8,600 dollars. • New Programs - The Park Maintenance department has purchased the Field Rake. The five (5) CID vehicles have been ordered and the bid for Regular City Council Meeting - December 5, 2017 the three (3) Patrol vehicles has been opened. The bid for the streets chip seal has been opened and the bid for the street microsurfacing is scheduled for December 20th, VII. Stephenville Type B Economic Development Authority Update Dr. John Hubbard announced his resignation as Director of Economic Development in order to pursue a career at the University of North Texas, effective February 9. In the interest of continuity, Ms. Ashleigh Feuerbacher was moved to a full-time position as the Director of Marketing and Administration. Ms. Feuerbacher presented the council with a "year in review" video. The council expressed their congratulations to Dr. Hubbard in his new career. Vill. CONSENT AGENDA 1. Comments by Council members Mark McClinton and Brady Pendleton wanted to wish everyone a Merry Christmas. Rhett Harrison, Sherry Zachery, and Mayor Weldon thanked Dr. Hubbard for his work with SEDA. Mayor Weldon reminded everyone to go vote for Stephenville as 'Ranger Country USA." He wished the Stephenville HS Yellow Jackets football team luck, and thanked all of the schools and school organizations, as well as the community, for the outstanding support that has been shown. The turnout for Holly Jolly Christmas was great and Mr. Weldon said the highlight for him were the three little girls from Foster's Home for Children that helped him light the Christmas tree on the plaza.
