City of Stephenville - City Council
Tuesday, September 21, 2017, 5:30 P.M.
The City Council of the City of Stephenville, Texas, convened on September 21, 2017, at 5:30 p.m.,
in the Council Chambers at City Hall, 298 West Washington Street, for the purpose of a Special Business
Meeting, with the meeting being open to the public and notice of said meeting, giving the date, time,
place and subject thereof, having been posted as prescribed by Chapter 551, Government Code, Vernon's
Texas Codes Annotated, with the following members present, to wit:

I. Call to Order
The meeting was called to order at 5:30
p.m.
II. Adopt the 2017 Tax Rate
Public hearings were held on August 31, 2017 and September 12, 2017. The proposed tax
rate is 0.4800, which is 0.0100 less that FY2016-2017.
The following motion was made: "I move that the property tax rate be increased by the
adoption of a tax rate of 0.4800, which is effectively a 8.08 percent increase in the tax rate."
MOTION by Doug Svien, second by Mark McClinton. MOTION CARRIED by the following
votes:
Ayes: Jerry K. Weldon, II, Mark McClinton, Carla Trussell, Doug Svien, Rhett Harrison,
Sherry Zachery, Jerry Warren
Noes: Alan Nix
Absent at time of vote: Brady Pendleton

III. Consider Approval of a Six-month Contract Extension with the Erath County Humane
Society
MOTION by Brady Pendleton, second by Sherry Zachery to approve the six-month contract
extension with the Erath County Humane Society. MOTION CARRIED by unanimous vote.
IV. Consider Approval of Submittal of Financial Assistance Application to the Texas Water
Development Board for the Eastside Sewer Project
MOTION by Alan Nix, second by Mark McClinton to approve the submittal of documents
required to apply for financial assistance from the Texas Water Development Board.
MOTION CARRIED by unanimous vote.
V. EXECUTIVE SESSION. In compliance with the provisions of the Texas Open Meetings Law,
Subchapter D, Government Code, Vernon's Texas Codes, Annotated, in accordance with
Section 551.087 - Deliberations Regarding Economic Development Negotiations — Project
Blue
The meeting was called into executive session at 5:40 p.m.
VI. Action taken on matters discussed in executive session (if necessary)
The council reconvened in open session at 6:50 p.m. No action taken.
