The City Council of the City of Stephenville, Texas, convened on June 13, 2017, at 6:41 p.m., in the Training Room at Stephenville City Hall, 298 West Washington Street, for the purpose of a Special Council Meeting, with the meeting being open to the public and notice of said meeting, giving the date, time, place and subject thereof, having been posted as prescribed by Chapter 551, Government Code, Vernon's Texas Codes Annotated, with the following members present, to wit: Mayor Mayor Pro-Tem Council members Jerry K. Weldon II Doug Svien Mark McClinton Carla Trussell Doug Svien Alan Nix Sherry Zachery Jerry Warren Absent Brady Pendleton Rhett Harrison Others Attending Allen L. Barnes, City Administrator Randy Thomas, City Attorney Cindy L. Stafford, City Secretary Call to Order. The meeting of the Stephenville City Council was called to order at 6:41 p.m. on Tuesday, May 23, 2017, by Mayor Weldon. II. Consider Changing the July Regular Council Meeting to July 11th MOTION by Mark McClinton, second by Alan Nix, to move the July regular council meeting from July 4 to July 11. MOTION CARRIED by unanimous vote. III. Consider Adopting Ordinance No. 2017-0-06 to Approve a Negotiated Settlement between the Atmos Cities Steering Committee and Atmos Energy Corp., Mid -Tex Division regarding the company's 2017 Rate Review Mechanism Filings Shelley Burnett, Manager of Public Affairs for Atmos Energy Corporation, was present to answer questions and offer additional information concerning this matter. MOTION by Mark McClinton, second by Sherry Zachery, to adopt Ordinance No.2017-0-06. MOTION CARRIED by unanimous vote. Special Council Meeting June13, 2017 Stephenville City Council IV. TEXAS HOUSING FOUNDATION Mark Mayfield, representing Texas Housing Foundation, addressed the council concerning its interest in acquiring and rehabilitating the Casa Brendan apartment property, located at 1300 West Hyman Street in Stephenville. This is an 86-unit complex built in 1985, which offers affordable rental housing. To satisfy the requirements of the Texas Government Code and the Texas Administrative Code, THE must provide notice to the local governing body giving sufficient opportunity regarding any questions or concerns about the proposed development. A. Consider Approval of Resolution No. 2017-11-17 Authorizing the Texas Housing Foundation to Exercise its Powers within the Territorial Boundaries of the City of Stephenville MOTION by Carla Trussell, second by Sherry Zachery, to approve Resolution No. 2017-R-17. MOTION CARRIED with Alan Nix casting the one dissenting vote. B. Consider Approval of Resolution No. 2017-R-18 in Compliance with Texas Government Code §2306.67071 and Texas Administrative Code §10.204(4) MOTION by Carla Trussell, second by Sherry Zachery, to approve Resolution No. 2017-R-18. MOTION CARRIED with Alan Nix casting the one dissenting vote. C. Consider Approval of a Cooperation Agreement MOTION by Doug Svien, second by Sherry Zachery, to approve the Cooperation Agreement with Texas Housing Foundation. MOTION CARRIED with Alan Nix casting the one dissenting vote. V. FINANCE COMMITTEE REPORT A. Consider Adopting Ordinance No. 2017-0-07 Approving Budget Amendments MOTION by Alan Nix, second by Mark McClinton, to adopt Ordinance No. 2017-0-07. MOTION CARRIED by unanimous vote. B. Quarterly Investment Report Doug Svien reported that Finance Director, Monica Harris, briefed the committee and other council members present concerning the different aspects of the investment report. No action is required by council. VI. PERSONNEL COMMITTEE REPORT A. Administrative Assistant to the City Administrator Special Council Meeting June13, 2017 Stephenville City Council MOTION by Mark McClinton, second by Alan Nix, to authorize the city administrator to proceed with hiring someone forthis position. MOTION CARRIED with CarlaTrussell casting the one dissenting vote. B. Nepotism Committee chairman McClinton reported that no action is sought on this matter; however, the matter may be brought back to the committee at a future meeting. VII.
