The City Council of the City of Stephenville, Texas, convened on June 6, 2017, at 5:30 p.m., in the Council Chambers at City Hall, 298 West Washington Street, for the purpose of a Regular Business Meeting, with the meeting being open to the public and notice of said meeting, giving the date, time, place and subject thereof, having been posted as prescribed by Chapter 551, Government Code, Vernon's Texas Codes Annotated, with the following members present, to wit: Mayor Jerry K. Weldon II Mayor Pro-Tem Alan Nix Council members Mark McClinton Carla Trussell Doug Svien Brady Pendleton Rhett Harrison Sherry Zachery Jerry Warren Others Attending Allen Barnes, City Administrator Randy Thomas, City Attorney Cindy L. Stafford, City Secretary Call to Order. The meeting of the Stephenville City Council was called to order at 5:30 p.m. on Tuesday, June 6, 2017, by Mayor Weldon. Mayor Weldon first reminded the audience that today is D-Day and is a time to remember and celebrate the freedom that is ours as Americans. On this day in 1944, more than 160,000 Allied troops landed along a 50-mile stretch of heavily -fortified French coastline to fight Nazi Germany on the beaches of Normandy, France. More than 5,000 ships and 13,000 aircraft supported the D-Day invasion, which resulted in the Allies gaining a foot -hold in Continental Europe. More than 9,000 Allied soldiers were killed or wounded that day. Weldon said the sacrifices made by the great men who served and gave their lives that day should be reassurance to us in these times that we live in the greatest country in the world, founded on the principles that are God given. II. Pledge of Allegiance to the United States Flag III. Pledge of Allegiance to the Texas Flag —"Honor the Texas flag; I pledge allegiance to thee, Texas, one state under God, one and indivisible." Mayor Weldon led the audience in the pledge to the United States Flag and to the Texas Flag. IV. Invocation was given by Pastor Ward Hayes, Valley Grove Baptist Church of Stephenville. Regular Business Meeting —June 6, 2017 Stephenville City Council V. Proclamation recognizing Girl Scouts Gold Award i Mayor Weldon read a proclamation designating June 10, 2016 as "Girl Scout Gold Award Day" in Stephenville. He then read a proclamation recognizing Kelsey Scott for achieving the Girl Scout Gold Award, which is the highest level of accomplishment in Girls Scouts. Kelsey is currently enrolled in LINT as was unable to attend. Weldon presented this proclamation to Kelsey's parents Brandon and Goldie Scott who were in attendance at the meeting. VI. Report from the Sundown on the Square Committee —Marion Cole, Metta Collier, Patricia Weldon Marion Cole and Metta Collier addressed the council about the Sundown on the Square event to be held on October 14 in conjunction with Tarleton State University's Centennial Celebration. The committee is currently involved in securing sponsors for the event. The money raised from this year's event will be directed to much -needed repairs of the John Tarleton Ranch House on the Stephenville Museum grounds. The duo passed out event brochures and extended an invitation to everyone to attend this family event. VII. Citizens' General Discussion and Budget Requests Sherri Knight, President of the Stephenville Historical House Museum Board of Directors, submitted a budget request on behalf of the Stephenville Historical House Museum "Oxford House Preservation Project". The board is seeking funding for the renovation of Shapard Street adjacent to the Oxford House with reclaimed Thurber bricks. Vill. PUBLIC WORKS COMMITTEE REPORT —Alan Nix, Chairman A. Consider Approval of the Eastside Sewer ROW Acquisition Agreement MOTION by Alan Nix, second by Mark McClinton, to authorize the mayor to execute a contract with Public Management, Inc. for the purpose of rendering acquisition services to implement the city's 2017-2018 Eastside Sewer Project. MOTION CARRIED by unanimous vote. B. Consider Approval of the CDBG Project Extension—Oak/Elm Streets Nix reported that this project is for water line improvements on Oak and Elm Streets. Nix also noted that the project, if expanded, would be scaled to fit the remaining approved and appropriated funds. Staff will move forward with expansion of the project area to utilize the existing and previously budgeted funds. Regular Business Meeting —June 6, 2017 Stephenville City Council IX. PLANNING AND DEVELOPMENT COMMITTEE REPORT —Jerry Warren, Chairman A. Dangerous Buildings Abatement Code Ordinance B. Mobile Food Vendor Ordinance Warren reported that no action was taken by the committee and that staff will continue to work on these ordinances. City Administrator Barnes stated that staff will also be meeting with mobile food vendor's for their input to the ordinance. X. NOMINATIONS COMMITTEE REPORT — Rhett Harrison, Chairman A. Consider Appointing Keri Wallace and Brandon Huckabee to the Board of Adjustment. MOTION by Rhett Harrison, second by Jerry Warren, to appoint Keri Wallace to Place 5 and Brandon Huckabee as Alternate 1 of the Board of Adjustment. MOTION CARRIED by unanimous vote. B. Consider Appointing Jan Smith to the Senior Citizens Advisory Board. MOTION by Rhett Harrison, second by Carla Trussell, to appoint Jan Smith to fill the vacancy in Place 6 of the Senior Citizens Advisory Board. MOTION CARRIED by unanimous vote. C. Consider Ordinance creating a section to establish requirements for the city's representative to the Erath County Appraisal District Board of Directors Andrew Hansen addressed the council as the city's representative to the ECAD Board of Directors and began his second two-year term of office in January of this year. He stated that he has moved outside the city limits but is still a resident of Erath County. He reported on actions taken by the ECAD board since he was appointed. Harrison stated that concern had been expressed whether or not the city's representative should reside within the city limits. MOTION by Carla Trussell, second by Rhett Harrison, to table any action concerning the city's representative on the ECAD Board of Directors. MOTION CARRIED by unanimous vote. XI. MONTHLY BUDGET REPORT —Monica Harris, Finance Director Director Harris highlighted the following points of the report: • Property tax—$7,500 received in April 2017; $91K increase over funds for same time last year. Amount collected through April reflects 96.3% of total amount budgeted this fiscal year. • Sales tax—$391K received in April ($309K over target budget through April) • Revenue—$16M received in operating revenue, which is a $3 million overage • Expenditures—$687K under budget rj • New Programs--$298,366 of the $750K budgeted for street improvements as of April 30 Regular Business Meeting —June 6, 2017 Stephenville City Council n r XII. XIII. Consider Electing Mayor Pro Tem Nominations Committee Rhett Harrison, Chairperson Alan Nix Jerry Warren Carla Trussell Planning & Development Committee Jerry Warren, Chairperson Alan Nix Brady Pendleton Mark McClinton Community Services Committee Sherry Zachery, Chairperson Jerry Warren Rhett Harrison Carla Trussell Mark McClinton nominated Alan Nix, and Rhett Harrison nominated Doug Svien for mayor pro tem. MOTION by Brady Pendleton, second by Mark Clinton, to close nominations. MOTION CARRIED to close nominations and vote was taken by a show of hands as follows: Voting for Alan Nix: Mark McClinton, Brady Pendleton, and Alan Nix. Voting for Doug Svien: Carla Trussell, Doug Svien, Rhett Harrison, Sherry Zachery, and Jerry Warren. Mayor Weldon announced that Doug Svien was elected as mayor pro tem.
