The City Council of the City of Stephenville, Texas, convened on May 16, 2017, at 5:30 p.m., in the Council Chambers at Stephenville City Hall, 298 West Washington Street, for the purpose of a Regular Council Meeting, with the meeting being open to the public and notice of said meeting, giving the date, time, place and subject thereof, having been posted as prescribed by Chapter 551, Government Code, Vernon's Texas Codes Annotated, with the following members present, to wit: Mayor Jerry K. Weldon II Mayor Pro-Tem Alan Nix Council members Mark McClinton Brady Pendleton Rhett Harrison Sherry Zachery Jerry Warren Absent Carla Trussell Doug Svien Others Attending Allen L. Barnes, City Administrator Randy Thomas, City Attorney Cindy L. Stafford, City Secretary Call to Order. The meeting of the Stephenville City Council was called to order at 5:30 p.m. on Tuesday, May 16, 2017, by Mayor Weldon. II. Consider Approval of Resolution No. 2017-R-14 Recognizingthe Stephenville High School 2017 4A State Champion Theatre Team Mayor Weldon recognized the 2017 Stephenville High School 4A State Champion theatre Team and coaches who were present. He congratulated them and presented to them a resolution, attached hereto and made a part hereof for all purposes. MOTION by Mark McClinton, second by Alan Nix, to approve Resolution No. 2017-R-15. MOTION CARRIED by unanimous vote. III. Canvass Election Results of May 6, 2017 City Election and Consider Passing Resolution No. 2015-R-15 Mayor Weldon appointed Brady Pendleton, Alan Nix, and Jerry Warren to oversee the canvass of the votes from the May 6, 2017 election. The committee recessed to canvass the votes, then returned with their findings. Special Council Meeting May 16, 2017 Stephenville City Council MOTION by Brady Pendleton, second by Alan Nix, to approve Resolution 2017-R-15. MOTION CARRIED by unanimous vote. IV. Oath of Office of Newly Elected Council Members City Secretary, Cindy Stafford, administered the oath of office to Mark McClinton, Place 1; Rhett Harrison, Place 5; and Sherry Zachery, Place 7. Mayor Weldon congratulated the newly elected council members and offered each the opportunity to speak. Mark McClinton thanked his supporters and congratulated Nick Robinson on a well -run campaign. McClinton said he will work as hard as he can to fairly represent everyone. Rhett Harrison thanked the voters who appreciated his common sense message. He thanked his mother, Betty Harrison; son, Rob; and wife, Tessa. He specifically mentioned Jimmy Walker, campaign treasurer. He thanked those members of the council who supported him. He thanked the Wallace Family for their friendship and dedication over the years. Sherry Zachery thanked her supporters and all the volunteers who contributed to her successful campaign. Zachery encouraged citizens to get involved with local government. V. PUBLIC HEARING Mayor Weldon opened a public hearing. Jeremy Allen reported thatthe Planningand Zoning Commission voted unanimously to approve this rezone. A. Consider Case No. RZ2017-001 request to rezone from Industrial District (1) to Multiple Family Residential District (R-3), Lots 2 and 3, Block 28, Frey First Addition, located at 370 Park Street, City of Stephenville, Erath County, Texas Speaking in Favor of Rezoning: Joseph Hansen, representing Serenity Builders, LLC, stated that he plans to construct a single-family residence on this lot. Speaking in Opposition to Rezoning: No one. Mayor Weldon closed the public hearing. B. Consider Adopting Ordinance No. 2017-0-05 rezoning from Industrial District (1) to Multiple Family Residential District (R-3), Lots 2 and 3, Block 28, Frey First Addition, located at 370 Park Street, City of Stephenville, Erath County, Texas MOTION by Mark McClinton, second by Brady Pendleton, to adopt Ordinance No. 2017-0- 05. MOTION CARRIED by unanimous vote. Special Council Meeting May 16, 2017 Stephenville City Council VI. Review procedures for appointing council committees and electing a mayor pro tem Mayor Weldon asked council members to submit their choices for committee assignment preferences. Committee appointments and mayor pro tem will be considered at the June 6th council meeting. VII. EXECUTIVE SESSION. At 6:02 p.m., Mayor Weldon recessed the open portion of the meeting, and council went into executive session In compliance with the provisions of the Texas Open Meetings Law, Subchapter O, Government Code, Vernon's Texas Codes, Annotated, in accordance with Sec. 551.074 Personnel Matters (a)(1) to deliberate the appointment, employment, evaluation, reassignment, duties, discipline, or dismissal of a public officer or employee —City Secretary Position Council reconvened in open session at 6:47 p.m. Vill.
