The City Council of the City of Stephenville, Texas, convened on May 2, 2017, at 5:30 p.m., in the Council Chambers at City Hall, 298 West Washington Street, for the purpose of a Regular Business Meeting, with the meeting being open to the public and notice of said meeting, giving the date, time, place and subject thereof, having been posted as prescribed by Chapter 551, Government Code, Vernon's Texas Codes Annotated, with the following members present, to wit: Mayor Jerry K. Weldon II Mayor Pro-Tem Alan Nix Council members Carla Trussell Brady Pendleton (arrived 6:44 p.m.) Rhett Harrison Sherry Zachery Absent Mark McClinton Doug Svien Jerry Warren Others Attending Allen Barnes, City Administrator Randy Thomas, City Attorney Cindy L. Stafford, City Secretary Call to Order. The meeting of the Stephenville City Council was called to order at 5:30 p.m. on Tuesday, May 2, 2017, by Mayor Weldon. II. Pledge of Allegiance to the United States Flag III. Pledge of Allegiance to the Texas Flag —"Honor the Texas flag; I pledge allegiance to thee, Texas, one state under God, one and indivisible." Mayor Weldon led the audience in the pledge to the United States Flag and to the Texas Flag. IV. Invocation was given by Rev. David Whiteman, Grace Fellowship Church, Stephenville V. Citizens' General Discussion. No one came forward to address the council. VI. Resolution No. 2017-R-12 Recognizing Stephenville Honeybee Soccer team as the 2017 Girls 4- A State Champions Mayor Weldon recognized the 2017 Stephenville High School Honeybee Soccerteam and coaches who were present. He congratulated them and presented to them a resolution, attached hereto and made a part hereof for all purposes. He presented Head Coach Casey Weil with a key to the city. Regular Business Meeting —May 2, 2017 Stephenville City Council MOTION by Alan Nix, second by Sherry Zachery, to approve Resolution No. 2017-R-12. MOTION CARRIED by unanimous vote. VII. Presentation by Mary Saltarelli for Nomination to the National Register of Historic Places Salterelli made her final presentation for this nomination, setting out the map of the district. She reported that the final nomination has 119 resources, 77 (65%) are contributing to the historic district, and 115 are buildings. Salterelli acknowledged the following people and groups for their assistance with this project: Stephenville Mayor and City Council Members Stephenville Historical House Museum volunteers, especially Cindy Shipman, Sherri Knight, and Council Member Carla Trussell Dr. T. Lindsay Baker and Tarleton students who began the process Dick Smith Library staff members Michelle Dunkerley and staff member Ashley Feuerbacher MOTION by Carla Trussell, second by Sherry Zachery, to accept Mary SaltarellPs nomination to the National Register of Historic Places. MOTION CARRIED by unanimous vote. Vill. PLANNING AND ZONING COMMISSION —Consider approval of the Annexation Policy Rhett Harrison has served as the Chairman of the Annexation Committee. This committee was formed three years ago and the members are Jerry Warren, Shelby Slawson, Nate Heller, Boyd Waggoner, Richard Petronis, Metta Collier, Janet Whitley, Steve Patterson, Seth Moore, Kent Styron, David Baskett, Kathy Haynes, and Greg Bruner. Harrison also recognized city staff members July Miller, Noah Cullis, and Jeremy Allen. Harrison stated that the proposed policy is a guide for annexation in the future. MOTION by Rhett Harrison, second by Carla Trussell, to adopt the Annexation Policy and dissolve the Annexation Committee. MOTION CARRIED by unanimous vote. IX. FINANCE COMMITTEE REPORT A. Comprehensive Annual Financial Report (CAFR). The committee made a final review of the audit and requires no further action. B. Consider Adopting Ordinance No. 2017-0-04 providing budget amendments for the remainder of the fiscal year beginning October 1, 2016 and ending September 30, 2017. MOTION by Sherry Zachery, second by Alan Nix, to adopt Ordinance 2017-0-04. MOTION CARRIED by unanimous vote. C. Erath County Humane Society —Matt Harpole, President. Harpole presented various options to direct future growth and operations of the animal shelter. No action was taken. Regular Business Meeting —May 2, 2017 Stephenville City Council X. Consider Approving Residence Restrictions for City Representative to Erath County Appraisal District Board of Directors. This matter was referred to the Nominations Committee for review and recommendation. XI. Consider Potential Contract for Asset Management Plan Allen Barnes explained that the city is currently working to assess all infrastructure, capital equipment, and fixed assets, which will formulate the basis for an Asset Management Plan (AMP) and ultimately a five- to ten-year Capital Improvements Plan. Dr. Alejandro Rodriguez with the University of Texas at Arlington Master of Public Administration department is willing to partner with the City of Stephenville to develop this plan. The cost will be $2,000 compared to the price quoted by a private firm. MOTION by Carla Trussell, second by Sherry Zachery, to authorize staff to use UTA for the development of the Asset Management Plan. MOTION CARRIED by unanimous vote. XII. MONTHLY BUDGET REPORT —Monica Harris, Finance Director Director Harris reported that the financial indicators are expected or better than expected. She highlighted the following points: • Property tax—$103K received in March 2017; $148K increase over funds for same time last year. Amount collected through March reflects 96%oftotal amount budgeted this fiscal year. • Sales tax—$450K received in March ($185K over target budget through March) • Revenue—$13.83M received in operating revenue, which is a $2.7 million overage • Expend itures—$650K under budget XIII. Comments by City Administrator Administrator Barnes announced that the Bosque River Trail is cleared for construction by the Texas Department of Transportation and the Fort Worth and Western Railroad. • May 6—City Election at the courthouse, 7am to 7pm • May 30—Planning and Zoning Commission meeting • May 12—City Employee Relay for Life Hamburger Lunch, 13am to 2pm • May 16—Special Council Meeting to Canvass Election Returns • May 29—City offices closed for Memorial Day XV. Comments by Council members Carla Trussell announced that Doug Svien, Sherry Zachery, Brady Pendleton, and she participated in the First United Methodist Church Spelling Bee fundraiser. They helped raise approximately $4,300 for the church's after -school program. Rhett Harrison encourage all voters to exercise their right to vote. Mayor Weldon announced that May 4th as the National Day of Prayer. He announced that Cindy Stafford has given formal notification of her retirement effective July 14, 2017. XVI. EXECUTIVE SESSION. At 6:40 p.m., Mayor Weldon recessed the open portion of the meeting, and council went into executive session in compliance with the provisions of the Texas Open Meetings Law, Subchapter D, Government Code, Vernon's Texas Codes, Annotated, in accordance with Sec. 551.074 Personnel Matters (a)(1) to deliberate the appointment, employment, evaluation, reassignment, duties, discipline, or dismissal of a public officer or employee A.
