HomeMy WebLinkAbout2017-03-14 - Special City Council (2)MINUTES OF SPECIAL COUNCIL MEETING City of Stephenville - City Council Tuesday, March 14, 2017, 5:30 p.m. The City Council of the City of Stephenville, Texas, convened on March 14, 2017, at 5:30 p.m., in the City Hall Training Room, 298 West Washington Street, for the purpose of a Special Council Meeting, with the meeting being open to the public and notice of said meeting, giving the date, time, place and subject thereof, having been posted as prescribed by Chapter 551, Government Code, Vernon's Texas Codes Annotated, with the following members present, to wit: Mayor Jerry K. Weldon II Mayor Pro-Tem Alan Nix Council members Mark McClinton Carla Trussell Doug Svien Rhett Harrison (arrived at 6:07 p.m.) Sherry Zachery Absent Brady Pendleton Jerry Warren Others Attending Allen Barnes, City Administrator Randy Thomas, City Attorney Wayne McKethan Staci L. King, sitting in for the City Secretary Call to Order. The meeting of the Stephenville City Council was called to order at 5:30 p.m. on Tuesday, March 14, 2017. II. Comprehensive Annual Financial Report —Lewis Crain with Rutledge Crain & Company PC (separate cover) Lewis Crain thanked council for the opportunity to make this presentation. He discussed one item of concern, which is the pension. His advice is to monitor the situation at this point. Crain noted that no material weaknesses were found in the internal control. However, he wrote a letter dealing with a two significant deficiencies. One deals with the Special Revenue Funds, including the Stephenville Type B Economic Development Authority, which counts four or five funds within one fund. The city's finance director has been alerted to this and will correct this issue with simple accounting functions. He explained the other deficiency is a minor one where the city is carrying $70M in capital assets in an Excel spread sheet. While this is not wrong, he recommended formalizing it into the accounting software system. MOTION by Doug Svien, second by Sherry Zachery, to accept the annual financial report. MOTION CARRIED. Special Council Meeting —Page 1 March 14, 2017 Mayor Weldon asked that the following comments be included in the minutes: "This [report] does not properly account for street projects as a capital program. There are accounts mentioned in here only tied to what happens with the community block grant. This community has contributed to that out of the general fund over $1.75M for street improvements over the last two years, and this report does not reflect that. It doesn't reflect it, I understand, because streets are not an enterprise and there is not a separate budget item to account for them; but we are never going to get over the hump of being able to provide adequate funds for streets in this community or any community in the State of Texas if we don't start treating it that way.
