HomeMy WebLinkAbout2018-09-11 - Special City CouncilCity of Stephenville - Special City Council Meeting Tuesday, September 11, 2018 at 5:30 PM The City Council of thr City of Stephenville, Texas, convened on Tuesday, September 11, 2018, at 5:30 PM, in the Council Chambers at City Hall, 298 West Washington Street, for the purpose of a Special City Council Meeting, with the meeting being open to the public and notice of said meeting, giving the date, time, place and subject thereof, having been posted as prescribed by Chapter 551, Government Code, Vernon's Texas Codes Annotated, with the following members present, to wit: COUNCIL PRESENT: Mayor Doug Svien Council Member Mark McClinton Council Member Carla Trussell Mayor Pro Tem Brady Pendleton Council Member Rhett Harrison Council Member Alan Nix Council Member Sherry Zachery Council Member Brandon Huckabee COUNCIL ABSENT: OTHERS ATTENDING: Allen L. Barnes, City Administrator Staci L. King, City Secretary Randy Thomas, City Attorney Call to Order Mayor Svien called the meeting to order at 5:33 p.m. Mayor Svien read the following excerpt from the Presidential Proclamation for Patriot Day: On Patriot Day, we honor the memories of the nearly 3,000 lives we lost on September 11, 2001, and of every hero who has given their life since that day to protect our safety and our freedom. Today we recall this timeless truth: When America is united, no force on Earth can break us apart. Our values endure; our people thrive; our Nation prevails; and the memory of our loved ones never fades. Although that fateful Tuesday 17 years ago began like any other, it erupted into horror and anguish when an unprecedented attack was carried out on our homeland. In New York, Virginia, and Pennsylvania, the enemies of liberty took aim on America, but their evil acts could not crush our spirit, overcome our will, or loosen our commitment to freedom. Through the dust and ashes, we emerged resilient and united — bruised but not broken. On September 11, 2001, the world came to understand the true source of America's strength. Our love of country was made manifest through the examples of Americans engaging in countless acts of courage, grit, and selflessness. Their act ons gave us hope and helped to sustain us in the days of healing that followed. We were moved by the heroism of the passengers and crew aboard United Flight 93, who sacrificed their lives to prevent further acts of terror. We were inspired by police and first responders as they rushed headlong into burning buildings to rescue the injured and trapped, and as they courageously braved fire, smoke, and debris, descending deep into piles of rubble, ash, and twisted iron to search for survivors. We were stirred to service by the deeds of those who labored in the ensuing days and months, often in dangerous conditions, to help our Nation rebuild and recover. The noble sacrifices of these true patriots are forged into the great history of America. Today, we honor the memories of the souls we lost on September 11, 2001, and pay tribute to all of the patriots who have sacrificed their lives in defense of freedom. II. Consider Approval of Hotel Occupancy Tax Fund Application from the Tarleton Texan Club MOTION by Carla Trussell, second by Rhett Harrison, to approve the Hotel Occupancy Tax Fund Application for the Texan Club in the amount of $3,000. MOTION CARRIED by unanimous vote. III. Consider Approval of Resolution No. 2018-R-14 for Application for the 2016 Community Development Block Grant GILD - Disaster Relief Recovery Program MOTION by Mark McClinton, second by Carla Trussell, to approve Resolution No. 2018-R-14. MOTION CARRIED by unanimous vote. IV. Consider Approval of contract with Todd Smith for Governmental Affairs Consulting Services MOTION by Mark McClinton, second by Carla Trussell, to approve a consulting contract with Todd Smith. MOTION CARRIED by unanimous vote. V. Consider Approval of Amendments to the Stephenville Type 8 Economic Development Authority Facade Grant Program MOTION by Alan Nix, second by Mark McClinton, to approve changes to the Stephenville Type B Economic Development Authority's Facade Grant Program. MOTION CARRIED by unanimous vote. VI. Consider Approval of the Stephenville Type 8 Economic Development Authority 2018-2019 Budget MOTION by Alan Nix, second by Brady Pendleton to approve the Stephenville Type B Economic Development Aul hority budget with the following changes, contingent upon board approval: 1. Personnel - The salary for the director of marketing and administration be set at $53,000. The $7,000 difference is to be held until the city completes it's compensation study. Once the study is complete, if the results support a $60,000 salary, the $7,000 will be added. 2. East Side Sewer Project - Approve $75,000 allocation to the East Side Sewer Project with City Of Stephenville Special City Council Meeting - 11 Sep 2018 Page 2 of 3 n F VII. ATTEST: Staci L. the condition that once the backstop for the Christi Plaza traffic signal has been removed, the allocation for the East Side Sewer Project will increase to $137,500. MOTION TO AMEND by Sherry Zachery, to amend the contribution for the East Side Sewer Project from $137,500 to $200,000. MOTION FAILLU Tor iack of a SCLu71d. VOTE TAKEN ON THE ORIGINAL MOTION. MOTION by Mark McClinton, second by Brady Pendleton, to approve the Stephenville Type B Economic Development Authority budget with the following changes, contingent upon board approval: 1.
