Special City Council Meeting
Tuesday, March 20, 2018 at 5:30 PM
The City Council of the City of Stephenville, Texas, convened on Tuesday, March 20, 2018, at 5:30 PM, in the
Training Room at City Hall, 298 West Washington Street, for the purpose of a Special Council Meeting, with
the meeting being open to the public and notice of said meeting, giving the date, time, place and subject
thereof, having been posted as prescribed by Chapter 551, Government Code, Vernon's Texas Codes
Annotated, with the following members present, to wit:
COUNCIL PRESENT: Mayor Kenny Weldon
Council Member Mark McClinton
Council Member Carla Trussell
Mayor Pro Tern Doug Svien
Council Member Alan Nix
Council Member Sherry Zachery
Council Member Jerry Warren
COUNCIL ABSENT: Council Member Brady Pendleton
Council Member Rhett Harrison
OTHERS ATTENDING: Allen Barnes, City Administrator
Staci King, City Secretary
Randy Thomas, City Attorney
Call to Order
The meeting was called to order at 5:30 p.m.
II. Consider Approval of the Erath County Humane Society Contract
No action was taken.
III. Consider Approval of Ordinance No. 2018-0-13 Amending the City of Stephenville Personnel
Policy and Procedure Manual
1. Staff asked that the City of Stephenville Personnel Policy and Procedure Manual, Section
5.06 Longevity Pay be amended to allow employees to choose between a once -per -year
payment or equal monthly payments due to taxing regulations.
MOTION by Mark McClinton, second by Sherry Zachery, to approve Ordinance No. 2018-
0-13 amending the City of Stephenville Personnel Policy and Procedure Manual.
MOTION CARRIED by unanimous vote.
IV. EXECUTIVE SESSION
In compliance with the provisions of the Texas Open Meetings Law, Subchapter D, Government
Code, Vernon's Texas Codes, Annotated, in accordance with

• Section 551.074 Personnel Matters
Deliberate the appointment of a public employee - Tourism and Visitor Bureau
Manager
The meeting was called into executive session at 5:55 p.m.
V. Action taken in executive session (if necessary)
The council reconvened into open session at 6:10 p.m.
MOTION by Mark McClinton, second by Alan Nix, to approve the hiring of Julie Smith as
the Tourism and Visitor Bureau Manager.
MOTION CARRIED by unanimous vote.
VI. Adjourn
