HomeMy WebLinkAbout2018-02-13 - Regular City Council (2)As MINUTES City of Stephenville Regular City Council Meeting Tuesday, February 13, 2018 at 5:30 PM The Regular City Council Meeting of the City of Stephenville, Texas, convened on Tuesday, February 13, 2018, at 5:30 PM, in the Council Chambers at City Hall, 298 West Washington Street, for the purpose of a Regular Business Meeting, with the meeting being open to the public and notice of said meeting, giving the date, time, place and subject thereof, having been posted as prescribed by Chapter 551, Government Code, Vernon's Texas Codes Annotated, with the following members present, to wit: COUNCIL PRESENT: Mayor Kenny Weldon Council Member Mark McClinton Council Member Carla Trussell Council Member Doug Svien Council Member Brady Pendleton Council Member Rhett Harrison Council Member Alan Nix Council Member Sherry Zachery Council Member Jerry Warren COUNCIL ABSENT: OTHERS ATTENDING: Allen Barnes, City Administrator Staci King, City Secretary Randy Thomas, City Attorney Call to Order The meeting was called to order at 5:30 p.m. 1. Consider Approval of HOT Funds application from Bacon Bash Texas Goat Roping MOTION by Brady Pendleton, second by Mark McClinton, to approve the application from Bacon Bash Texas Goat Roping in the amount of $1000. This payment will be made in two parts, the first being issued prior to the event, with the remainder being paid after the event once documentation is provided regarding hotel rooms stays and zip code information from participants/spectators. CARRIED by unanimous vote. 2. Consider Approval Ordinance No. 2018-0-07 Adopting the Personnel Policy and Procedure Manual Allen Barnes, City Administrator, presented the Personnel Policy and Procedure Manual to council. He explained that one addition was made regarding employee vacation leave (Policy No. 4.02). The new policy adds additional steps in earned vacation time whereby at 5 years of service, employees earn 96 hours and at 15 years of service, employees earn 160 hours of vacation. Mr. Barnes also stated that in Policy No. 1.04, Work Ethics, the wording regarding a city ordinance was removed, as the City of Stephenville does not have an ordinance regarding j gifts. He also state that the maximum allowed value of a gift was changed to $50. Council member Alan Nix stated an objection to the reference to same -sex marriage. Council member Doug Svien asked to see the financial impact of some policies such as the sick leave buyback and vacation leave changes. Staff was also asked to revise the policy on uniforms to allow director approval for off -duty wear. Staff will review the requests made and the manual will be brought back to council March 6. 3. Consider Approval of Resolution No. 2018-R-01 Performance Measures MOTION by Rhett Harrison, second by Carla Trussell, to accept Resolution No. 2018-R-01 as presented. MOTION CARRIED by unanimous vote. 4. Consider Approval of Employee Recognition Program MOTION by Carla Trussell, second by Mark McClinton, to approve the employee recognition program as presented. MOTION CARRIED by unanimous vote. S. Dangerous Buildings Abatement Ordinance This proposed ordinance was brought to council for informational purposes only; it will be be presented for approval at the March regular meeting. II.
